Bonneville Power Administration, Ross Complex Date of Public Comment Time May 4 through June 20, 2026 (45-day public comment period) Ecology invites you to review and comment on a draft dangerous waste treatment, storage, and disposal permit and public participation plan for the Bonneville Power Administration (BPA), Ross Complex located at 5411 NE Highway 99, in Vancouver, Washington. If approved, this permit will go into effect 30 days after Ecology gives notice of their final decision. A public meeting will be held if there are requests from the public to hold one. The Dangerous Waste Treatment, Storage, and Disposal (TSD) Permit allows for the consolidation and storage of dangerous waste for disposal. This renewal allows BPA to continue managing dangerous waste and operating the TSD at the Ross Complex. It replaces the permit issued in 2011 and covers the same facility, waste streams, and waste operations. BPA will continue to accept and store the same types of waste as they have been for years. Future changes to waste management operations would require a permit modification subject to public review. The public participation plan encourages community involvement with the permit issuance. When the public comment period ends, Ecology will consider all comments and may amend the permit based on the comments received. If significant changes are made, the permit will go through additional public comment and review.
