SEPA DETERMINATION OF NONSIGNIFICANCE (DNS) BREMERTON SCHOOL DISTRICT CONSOLIDATED FACILITIES REPLACEMENT Copies of the documents pertaining to this SEPA determination and the full SEPA DNS are available for review during regular business hours at the Bremerton School District office. Please submit your written comments by 5:00 pm, March 4, 2026 to Garth Steedman or David McBride at the physical or email address provided herein. Description of Proposal: The proposal is for the replacement of the Bremerton School District facilities building on the same site. The proposal includes construction of a one-story building totaling approximately 18,000 SF. This building has two key areas, the main office space and the high-bay warehouse and maintenance space. The main office space is approximately 13,000 SF and contains offices, training spaces, conference rooms, and technical shops. The high-bay warehouse and vehicle maintenance space is approximately 5,000 SF and contains a mezzanine level for additional storage. A bus wash space will be adjacent to the building on the south end but will not be contained under the building envelope. This building will be constructed prior to demolition of the existing main building. The approximately 2,400 SF storage building is proposed to remain. The proposal also includes staff and bus parking stalls and a new stormwater detention system. The project proposes to change the current circulation pattern, with school buses and facility vehicles proposed to access the site via Bruenn Avenue and exit the site via Burwell Street. During construction, buses, drivers, and dispatch employees will be relocated to a temporary facility while the new building is under construction. The existing maintenance staff will remain in the existing building while the new building is being constructed. Once the new building is constructed, the maintenance staff will move to the new building, and the existing building will be demolished. The proposed project will staff approximately 50 employees. The existing facility staffs approximately 43 employees, for a total increase of approximately seven employees due to the integration of the IT department into the new facility. Proponent & Lead Agency: Bremerton School District No. 100-C Public and Agency Comments: This SEPA Threshold Determination is based on the public record, including comments received from agencies, tribes, neighbors, and other interested parties via publications, and postings conducted by BSD. BSD most recently issued a public notification of the SEPA notice of consultation on January 26, 2026, requesting the submittal of comments by February 9, 2026. No public comments were received. Threshold Determination: In reaching the Threshold Determination, the Responsible Official reviewed the completed environmental checklist, environmental information on file with BSD and public/agency comments, relying on the information therein to exercise substantive authority under the Washington State Environmental Policy Act, pursuant to RCW 43.21C.060. This Determination of Nonsignificance (DNS) is issued under the Washington Administrative Code (WAC) 197-11-340(2) and WAC 197-11-350 and pursuant to the criteria and procedures of WAC 197-11-300 through 197-11-340 and 197-11-390. The Responsible Official has determined that the proposal does not have a probable significant adverse impact with adherence to local, state, federal regulations, including the specific practices detailed in the full DNS. The lead agency will not act on this proposal for 14 days from issue date (issue date: February 18, 2026). Comments must be submitted by 5:00 pm on March 4, 2026. Comments can be mailed or emailed to the address below. There is no agency appeal of this DNS; appeals are governed by RCW 43.21C.075.
