NOTICE OF PUBLIC HEARING (NOH) Battery Energy Storage System Code Update – ZOA24-0004. The City of Auburn is issuing a Notice of Public Hearing (NOH) for the following described project. Proposal: The City of Auburn Planning Division proposes an update to the Auburn City Code to regulate the siting, construction, and operation of Battery Energy Storage Systems. Battery Energy Storage Systems or “BESS” are arrays of batteries that store and release electrical energy. BESS are scalable systems which can be installed at private residences, commercial facilities, and as standalone facilities. The proposed text amendment will establish thresholds and land use approval procedures to ensure the development of these facilities meet the intent and spirit of the Auburn City Code, while preserving the life, safety, and wellbeing of Auburn residents.
