PUBLIC NOTICE NOTICE OF SEPA PROCESS COMMENT PERIOD MITIGATED Determination of Nonsignificance (MDNS) Application Name: Lake Boulevard 41 Lot Residential Subdivision Application File No.: SEPA Number SUBD 0111-2025 Primary Contact (For Applicant): CES Northwest Incorporated Attention: Craig Deaver, Principal 429 29th Street Northeast, Suite D Puyallup, WA 98371 Application/SEPA Checklist Submitted: July 2025 Project Location: 7.3 acre, vacant, project site is located to the south/east of Lake Boulevard, north of Delanty Road, and East of Second Street in Shelton, WA. The project site includes Assessors Parcel Numbers32030-12-00001 and 32030-12-00110. Project Description: In August of 2025 the applicant applied to the City of Shelton for a preliminary plat which proposes to subdivide the approximately 7.3-acre site into 41 residential lots varying in size from 4,500 square feet to 7,000 square feet as allowed in the Shelton Municipal Code. The proposal includes approximately .84 acres (36,700 square feet) of recreation and open space (including associated amenities) including a pickleball court proposed on the southern edge of the property. Full streets (curb, gutter, sidewalk, pavement, street lighting and signage, etc) will be installed on all new streets, and the applicant is responsible for the installation of all utilities (water, sewer, storm drainage, natural gas, power) associated with development of the plat. The proposal is anticipated to be constructed in a single phase with all improvements being installed at one time. Please see attached vicinity map and overview project layout/plans. Environmental Review: The lead agency for this proposal has determined that, with mitigation measures applied, the project does not have a probable significant adverse impact on the environment due to application of existing City of Shelton development standards, regulations and permitting requirements. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. Mitigation measures applied relate to the improvement to adjacent roadways, the timing and completion of public water improvements, and the location of proposed park amenities. The City of Shelton will not act on this proposal any sooner than 14 days after the issuance of the MDNS pursuant to WAC 197-11.340.
