Project Name: Valvoline Conditional Use. Hearing Time & Place: Tuesday, March 3, 2026 at 2:00 PM. The hearing will be conducted virtually using Microsoft Teams. Meeting ID: 260 612 354 15 Passcode: J7UT6cq3. Project Location: 823 Grant Avenue, Lot 4 of the Specific General Binding Site Plan, Parcel No. 4001063655240000. Proposal:  A 1,462 sq ft Valvoline Instant Oil Change facility. The full public record is available through the Community Development Services Department. The staff report and related information will be available on the city website: https://www.ci.blaine.wa.us/2213/Valvoline-Oil-Change. Written comments must be received between 8:30 AM, February 19, 2026, and 4:30 PM, March 2, 2026, to be made available to the Hearing Examiner and parties of record prior to the hearing.
