Combined Notice of Mitigated Determination of NonSignificance (MDNS) and Notice of Application, Chick-fil-A (LUA2025-0037)Proposed action: The project proposes the development of a new Chick-fil-A Restaurant located within the City of Kelso, Washington. The proposed development will include a single-story 4,841 SF restaurant building, 35 parking spaces, a trash enclosure, drive through lanes, site landscaping, lighting, and utilities to serve the proposed restaurant. The project will also include relocation of an existing storm pipe going through the site and a connection to an existing manhole south of the project site in the JCPenny parking lot.The subject property is within the existing Three Rivers Mall paved parking area. The lot for this development is being created through a binding site plan application being processed concurrently with this application (LUA2025-0026). The lot is 0.9 acres zoned Regional Commercial (RC). The site is currently vacant commercial property which is paved and used as a part of the mall parking area. The site is generally located within Cowlitz County Assessor's Parcel Number 24024Proponent/ Contact: Stef Escamilla, P.O Box 270571, San Diego, CA, 97218Lead agency: Kelso Community DevelopmentSEPA Determination: Kelso Community Development has determined that this proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the City. This information is available to the public on request. This will be the only comment period for this DNS. As per WAC 197-11-350; this agency will not act on this proposal for 15 days from the publication date below.City of Kelso File Number: LUA2025-0037SEPA Mitigation Required:The proposed development is processed concurrently with a Binding Site Plan application for the Three rivers Mall. Impacts from this development are addressed through that application which includes this parcel and other additional parcels throughout the Mall site.
