Public comment period for Chick-fil-A development in Kelso ends March 6, 2026.

Combined Notice of Mitigated Determination of NonSignificance (MDNS) and Notice of Application, Chick-fil-A (LUA2025-0037)Proposed action: The project proposes the development of a new Chick-fil-A Restaurant located within the City of Kelso, Washington. The proposed development will include a single-story 4,841 SF restaurant building, 35 parking spaces, a trash enclosure, drive through lanes, site landscaping, lighting, and utilities to serve the proposed restaurant. The project will also include relocation of an existing storm pipe going through the site and a connection to an existing manhole south of the project site in the JCPenny parking lot.The subject property is within the existing Three Rivers Mall paved parking area. The lot for this development is being created through a binding site plan application being processed concurrently with this application (LUA2025-0026). The lot is 0.9 acres zoned Regional Commercial (RC). The site is currently vacant commercial property which is paved and used as a part of the mall parking area. This will be the only comment period for this DNS.
