BEFORE THE DIRECTORIn the matter of Application No. 59-640079.0000 for a Permit to Withdraw Groundwater for Mineral Extraction or Metallurgical Processing located within the Willcox Sub-basin of the Willcox Active Management Area;
The Director gives notice that Excelsior Mining Arizona Inc (dba Gunnison Copper) / Johnson Camp Mine (Applicant) has filed the above referenced application for a Permit to Withdraw Groundwater for Mineral Extraction or Metallurgical Processing pursuant to Arizona Revised Statutes, Title 45, Chapter 2, Article 7, § 45-514. It is the Applicant's intent to use groundwater under this application for dust control, leaching operations, fresh water for the Nuton Bacterial Inoculation Growth Facility (BIGF), raffinate make-up water, process make-up water, and potable and general site use. The Applicant intends to use ten (10) existing wells and three (3) new sump pumps located within Sections 23, 25, and 26 Township 15 South, Range 22 East; Sections 19 and 31 Township 15 South, Range 23 East of the Gila Salt River Baseline and Meridian. A total of 1,455 acre-feet per annum have been requested for period of 25 years.

Objections to the issuance of the permit may be filed by persons that may be adversely affected by the project and must be filed, in writing, with the Docket Supervisor of the Arizona Department of Water Resources, Legal Division, 1110 West Washington Street, Suite 310, Phoenix, Arizona 85007-2952, within fifteen (15) days after the last day of publication of this notice.
For this application, the final date on which an objection may be filed is June 11, 2026. Objections are limited to whether the application meets the criteria of Arizona Revised § 45-513. An objection shall state the name and mailing address of the objector, be signed by the objector, his agent or attorney and must clearly set forth the reasons why the permit should not be issued.
