Cityof Yuma (City) growth has compelled it to take actions inprotecting surface waters and the environment in general. TheArizona Pollutant Discharge Elimination System (AZPDES)stormwater permits program is the result of a federal mandateadministered by the Environmental Protection Agency (EPA) atthe federal level. For the State of Arizona, EPA delegated itsauthority to the Arizona Department of Environmental Quality(ADEQ). In 2003, the City joined the municipal program thatrequires all small cities of more than 50,000 in population toimplement certain measures to ensure compliance with theAZPDES Permit (Permit).
