NOTICE INVITING ELECTRONIC BIDS for the construction of STREET LIGHTING MODIFICATIONSonOrange Avenue from 11th Street to 18th Streetand on12th Street from Pacific Coast Highway (PCH) to Orange Avenueand onWalnut Avenue from 11th Street to 17th Streetand on13th Street from Pacific Coast Highway (PCH) to Palm AvenueCC No. 1715 in the CITY OF HUNTINGTON BEACH PUBLIC NOTICE IS HEREBY GIVEN that the CITY OF HUNTINGTON BEACH, as AGENCY, invites electronic bids for the above stated project and will receive such bids prior to 2:00 P.M., on THURSDAY, MAY 7, 2026, on the City’s PlanetBids System Vendor Portal, at which time or thereafter bids will be opened and made available online. Bids received after this time will be considered non-responsive. Any contract entered into pursuant to this notice will incorporate the provisions of the State Labor Code. Pursuant to the provisions of the Labor Code of the State of California, the minimum prevailing rate of per diem wages for each craft, classification or type of workman needed to execute the contract shall be those determined by the Director of Industrial Relations of the State of California, which are available online at www.dir.ca.gov/DLSR and also on file at the Office of the Director of Public Works, 2000 Main Street, Huntington Beach, CA 92648. The AGENCY will deduct 5% retention from all progress payments. The Contractor may substitute an escrow holder surety of equal value to the retention in accordance with the provisions of the Public Contract Code, Section 10263. The Contractor shall be beneficial owner of the surety and shall receive any interest thereon. The AGENCY hereby affirmatively ensures that minority business enterprises will be afforded full opportunity to submit bids in response to this notice and will not be discriminated against on the basis of race, color, national origin, ancestry, sex, or religion in any consideration leading to the award of contract. No bid shall be considered unless it is prepared on the approved Proposal forms in conformance with the Instructions to Bidders as determined by the AGENCY. The bid must be accompanied by a certified check, cashier's check, or bidder's bond made payable to the AGENCY for an amount no less than 10% of the amount bid. The successful bidder shall be licensed in accordance with provisions of the Business and Professions Code and shall possess a State Contractor's License Class A, at the time of the bid opening. All electrical work must be performed by a contractor who possesses a C-10 Electrical Contractor’s License at time of bid opening. A contractor who does not possess all the required licenses as stated at the time of the bid opening will be deemed non-responsive and will be disqualified. The successful Contractor and his subcontractors will be required to possess business licenses from the AGENCY. All extension of unit prices will be subject to verification by the AGENCY. In case of a variation between the unit price and the extension, the unit price will govern.Project Description:The WORK of this Contract will consist of constructing underground electrical conduit, and installation of street lighting systems. Work includes, but not limited to, installing new street lighting conductors, conduit, pull boxes, street light poles, luminaires, and foundations, removing existing street light poles and foundations, and relocating signs. at the following locations: 1. Orange Avenue from 11th Street to 18th Street 2. 12th Street from Pacific Coast Highway (PCH) to Orange Avenue 3. Walnut Avenue from 11th Street to 17th Street 4. 13th Street from Pacific Coast Highway (PCH) to Palm Avenue * The contract shall allow the Contractor 100 working days to complete the contract. * The engineer’s estimate of probable construction cost for the work included in the basis of award is $3,538,153.
