NOTICE INVITING SEALED BID PROPOSALS (“IFB”)
For
DISTRICT-WIDE NON-STRUCTURAL PEST CONTROL SERVICES

PUBLIC NOTICE IS HEREBY GIVEN that the Desert Recreation District (District) invites sealed bids for the above stated project and will receive such bids in the Administration Office of the Desert Recreation District, 45-305 Oasis Street, Indio, CA 92201, up to the hour of 11:00 AM on FRIDAY, MAY 22, 2026 at which time they will be publicly opened and read aloud.
The District is seeking bids from qualified and licensed pest control service providers to perform routine non-structural pest control services at various District parks and facilities. The selected contractor shall furnish all labor, materials, equipment, and supervision necessary to maintain a pest-free environment at all designated District locations. Services shall include general pest control, as outlined in the Specifications and Contract Documents for this project.
Non-Public Works Determination. This IFB is limited to routine, non-structural pest control services and does not include ‘public works’ as defined by California Labor Code §1720 or Public Contract Code §10105. Structural, construction-related, or improvement-type pest control services are expressly excluded. Any such services, if required, shall be procured separately and shall be subject to California prevailing wage requirements.
The initial agreement will be for a three (3) year term, beginning July 1, 2026, and ending June 30, 2029. The District reserves the right, at its sole discretion, to renew the agreement for up to two (2) additional one-year terms under the same terms and conditions.

Printed copies of IFB # 26-03-011-DW, Specifications and Contract documents are available from the Desert Recreation District for a non-refundable fee of $20.00 per set.
Requests for clarifications, questions and comments must be submitted in writing, via this IFB at www.planetbids.com; and must be submitted no later than 11:00 AM on Friday, May 8, 2026. District is not responsible for failure to respond to a request that has not been so submitted. All registered vendors (those who have registered with PlanetBids for this IFB) will be notified of any requests for information and/or other changes to this IFB by the  District. Such changes become an integral part of the IFB for incorporation into any contract awarded pursuant to the IFB. Responses will be labeled as Addenda and posted.
Bids must be prepared on the approved proposal forms in conformance with the instructions to bidders and submitted in a sealed envelope plainly marked on the outside “SEALED BID: DESERT RECREATION DISTRICT – IFB # 26-03-011-DW BID PACKET – DO NOT OPEN WITH REGULAR MAIL.” Each sealed envelope shall be addressed to Ken Seumalo, P.E., Public Works and Planning Director, Desert Recreation District.

The District reserves the right to reject any and all bid proposals and to waive any technical irregularities, to accept any bid or portion thereof, and to take all bids under advisement for a period of ninety (90) days.
The bidder must possess, at the time of bid submission, and maintain throughout the term of the awarded agreement, all current and valid licenses and certifications required to legally perform pest control services in the State of California. These include:
1. California Department of Pesticide Regulation (DPR) Pest Control Business License
2. Qualified Applicator License (QAL) or Qualified Applicator Certificate (QAC) with appropriate pest control categories
3. Riverside County Pest Control Business Registration, issued by the Agricultural Commissioner’s Office Additionally, the bidder must obtain and provide proof of a valid business license for each service area, including unincorporated areas of Riverside County, as applicable, upon award.
All licenses, registrations, and certifications must remain active and in good standing for the duration of the agreement.
