DESERT RECREATION DISTRICT Located at 45-305 Oasis Street, Indio, CA 92201 NOTICE INVITING SEALED BID PROPOSALS (“IFB”) For DISTRICT-WIDE HVAC MAINTENANCE SERVICES IFB # 26-03-004-DW PUBLIC NOTICE IS HEREBY GIVEN that the Desert Recreation District (District) invites sealed bids for the above stated project and will receive such bids in the Administration Office of the Desert Recreation District, 45-305 Oasis Street, Indio, CA 92201, up to the hour of 1:00 PM on TUESDAY, MAY 26, 2026, at which time they will be publicly opened and read aloud. Bids received after the deadline will not be accepted and will be returned unopened The District is seeking bids from qualified and licensed HVAC maintenance service providers to perform recurring HVAC maintenance at various District facilities. The selected contractor shall furnish all labor, materials, equipment, and supervision necessary to maintain the HVAC systems in proper working condition at all designated District locations. Services shall include a full range of preventive maintenance, inspections, repairs, and related tasks as outlined in the Specifications and Contract Documents for this project. The District has determined that the work performed under this solicitation constitutes “public work” within the meaning of California Labor Code section 1771. The Contractor and all subcontractors shall comply with all applicable prevailing wage requirements, Department of Industrial Relations (DIR) registration requirements, and certified payroll reporting obligations. The District intends to select a qualified contractor that is properly registered and licensed in the State of California to provide HVAC maintenance services. The initial agreement shall be for a three (3) year term, beginning July 1, 2026, and ending June 30, 2029. The District reserves the right, at its sole discretion, to renew the agreement for up to two (2) additional one (1) year periods under the same terms and conditions. IFB # 26-03-004-DW Specifications and Contract documents can be obtained, free of charge, in electronic format by accessing the Desert Recreation District vendor portal PlanetBids.com using the following link and downloading the Specification and Contract documents: https://vendors.planetbids.com/portal/35240/bo/bo-detail/141264. Printed copies of IFB # 26-03-004-DW, Specifications and Contract documents are available from the Desert Recreation District for a non-refundable fee of $20.00 per set. Requests for clarifications, questions and comments must be submitted in writing, via this IFB at www.planetbids.com; and must be submitted no later than 1:00 PM on MONDAY, MAY 11, 2026. District is not responsible for failure to respond to a request that has not been so submitted. All registered vendors (those who have registered with PlanetBids for this IFB) will be notified of any requests for information and/or other changes to this IFB by the District. Such changes become an integral part of the IFB for incorporation into any contract awarded pursuant to the IFB. Responses will be labeled as Addenda and posted. Bids must be prepared on the approved proposal forms in conformance with the instructions to bidders and submitted in a sealed envelope plainly marked on the outside “SEALED BID: DESERT RECREATION DISTRICT – IFB # 26-03-004-DW – DO NOT OPEN WITH REGULAR MAIL.” Each sealed envelope shall be addressed to Ken Seumalo, P.E., Public Works and Planning Director, Desert Recreation District. Each bid shall be accompanied by Bid Security in the form of a bid bond, secured from a surety company satisfactory to the District, or cashier’s check, or certified check, in an amount equal to ten percent (10%) of the submitted Total (Base) Bid Price, made payable to Desert Recreation District as bid security. The bid security shall be provided as a guarantee that within ten (10) calendar days after the District provides the successful Bidder the Notice of Award, the successful Bidder will enter into a contract and provide the necessary bonds and certificates of insurance. The bid security will be declared forfeited if the successful Bidder fails to comply within said time. No interest will be paid on funds deposited with District. IMPORTANT DATES PREVAILING WAGES - Pursuant to Section 1770 of the Labor Code, the general prevailing wage rates, including the per diem wages applicable to the work, and for holiday and overtime work, including employer payments for health and welfare, pension, vacation, and similar purposes, in the County of Riverside in which the work is to be done, have been determined by the Director of the Department of Industrial Relations, State of California. These wages are set forth in the General Prevailing Wage Determinations for this project, available from the California Department of Industrial Relations’ Internet web site at www.dir.ca.gov/OPRL/. Future effective prevailing wage rates which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates. The Contractor must show the ability to keep appropriate certified payroll records. DIR REGISTRATION - Pursuant to Labor Code Section 1771.1 (a), a contractor or subcontractor shall not be qualified to bid on or be listed on a bid proposal for any work related to the Project, unless currently registered with the California Department of Industrial Relations (“DIR”). Furthermore, Contractor is hereby notified that no subcontractor may be awarded a contract for any work related to the Project unless registered with the DIR. Pursuant to Labor Code Section 1771.4, Contractor is hereby notified that the Project is subject to compliance monitoring and enforcement by the DIR. Contractor will maintain and will require all subcontractors to maintain valid and current DIR Public Works Contractor registration during the term of this Agreement. Contractor shall notify DISTRICT in writing immediately, and in no case more than twenty-four (24) hours after receiving any information that Contractor’s or any of its subcontractors’ DIR registration status has been suspended, revoked, expired, or otherwise changed. As provided for in Section 22300 of the California Public Contract Code, the contractor may substitute securities for any monies withheld by the District to ensure performance under the contract. The District reserves the right to reject any and all bid proposals and to waive any technical irregularities, to accept any bid or portion thereof, and to take all bids under advisement for a period of ninety (90) days. The bidder must possess, at the time of bid submission, and maintain throughout the term of the awarded agreement, all current and valid licenses and certifications required to legally perform HVAC Maintenance services in the State of California. These include: 1. California CSLB C-20 Warm-Air Heating, Ventilating & Air Conditioning Contractor license -Required for installation, maintenance, and repair of HVAC systems. 2. EPA Section608 Universal Technician Certification -Universal certification is preferred for handling refrigerants in compliance with federal regulations. Additionally, the bidder must obtain and provide proof of a valid business license for each service area, including unincorporated areas of Riverside County, as applicable, upon award. All licenses, registrations, and certifications must remain active and in good standing for the duration of the agreement.
