Bid documents that do not arrive until after the bid closing date and time will be returned unopened to the CONTRACTOR and will not be considered. Failure to have the specified license or licenses shall render the bid non-responsive and shall act as a bar to the award of the contract to any contractor not possessing the specified license at the time of bid.
