Project Name: Countywide Guardrail Upgrades Phase II Project Number: 0662-6R4169 State Project Number: HSIPSL-5928(189) Contra Costa County Public Works Department 255 Glacier Drive, Martinez, California 94553-4897 NOTICE TO BIDDERS The Public Works Director will receive sealed bids via the Contra Costa County Public Works Department's Online Planroom at www.cccounty.us/planroom, until 2 o'clock p.m., on June 9, 2026, at which time they will be publicly opened and read, for: Countywide Guardrail Upgrades Phase II. The Public Works Department has scheduled a virtual meeting for the opening of bids. Bidders may participate in the public bid opening. Virtual meeting instructions can be found on the Contra Costa County Public Works Department's website at www.cccounty.us/pwprojects. General work description: The work to be done generally consists of replacing existing guardrails including posts, railing, and end treatments with Caltrans Standard Midwest Guardrail System (MGS) at multiple locations throughout the County. Additional work includes installing concrete anchor blocks and small retaining walls. Work will occur primarily on San Pablo Dam Road, Olympic Boulevard, and Pleasant Hill Road. Other roads that will receive guardrail upgrades are Taylor Boulevard, Danville Boulevard, Reliez Valley Road, and several roads in unincorporated Walnut Creek and unincorporated Rodeo. Engineer's cost estimate: $1,586,000 Number of Working Days: 60 You are required to subcontract a minimum of 22% of your bid in accordance with the Mandatory Subcontracting Minimum requirements within these special provisions. A virtual pre-bid meeting will be held on Thursday, May 21, 2026 at 10:00 a.m. to cover project construction and the County's Bidder Outreach Program. Prospective bidders attendance is recommended but not mandatory. Virtual meeting instructions can be found on the Contra Costa County Public Works Department's website at www.cccounty.us/pwprojects. Contract Documents, including plans and specifications, may be viewed but not obtained at the Public Works Department, 255 Glacier Drive, Martinez, California 94553-4897, Monday - Thursday (7:00 a.m. - 5:00 p.m.), and Friday (7:00 a.m. noon and 1:00 - 4:00 p.m.). Plans and specifications can be obtained via the Contra Costa County Public Works Department's Online Planroom at www.cccounty.us/pwprojects. A non-refundable service charge for bid documents is required in the amount of $145 (sales tax included). Shipping charges are extra, depending on the delivery method. The Public Works Department does not guarantee the arrival of the plans and specifications in time for bidding. For more information about obtaining plans and specifications by mail, please call Blueprint Express at (707) 745-3593. You may obtain electronic PDF copies of the plans and specifications upon purchase of the bid package through the Online Planroom for no additional service charge. This project is to be advertised pursuant to Public Contract Code 22037. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. The Contractor must possess a valid Class A or Class C-13 License at the time the Contract is awarded. Prior to submitting a bid, the Contractor and subcontractors must be registered with the Department of Industrial Relations and qualified to perform public work pursuant to Labor Code section 1725.5, subject to limited legal exceptions under Labor Code section 1771.1. This contract will be subject to compliance monitoring and enforcement by the Department of Industrial Relations pursuant to Labor Code section 1771.4. Bids must cover the entire project, and neither partial nor contingent bids will be considered. The successful bidder must furnish a payment bond and a performance bond. Pursuant to Public Contract Code Sections 7201 and 9203, the Public Works Department will retain 5 percent of the contract price until final completion and acceptance of the project. Bidders are hereby notified that securities may be substituted for any monies withheld by the County of Contra Costa to ensure performance under the construction contract, in accordance with Public Contract Code Section 22300 and the General Conditions of the Contract. Such securities will be valued by the County Treasurer-Tax Collector, whose decision will be final. Also, types of securities which are not listed in Government Code Section 16430 or Public Contract Code Section 22300 must be approved as eligible for investment under Public Contract Code Section 22300 by the County Treasurer-Tax Collector before bid opening. Unless such securities are prequalified before bid opening, they will not be accepted by the County as security. For your convenience, the liquidated damages table from section 8-1.10A of the Standard Specifications has been provided below. The prevailing rate of per diem wages is on file with the Clerk of the Board of Supervisors, and is incorporated herein by reference thereto, the same as if set forth in full herein. For any classification not included in the list, the minimum wage will be the general prevailing rate for Contra Costa County. The Contra Costa County Board of Supervisors has adopted a policy, which applies to this project if the contract amount equals or exceeds $1,000,000, that requires the successful bidder (prime contractor), as a condition of contract award, to negotiate and sign a project labor agreement (PLA) with the Contra Costa Building and Construction Trades Council. The prime contractor must require all subcontractors, as a condition of working on the project, to sign the PLA. In addition, there are specific Affirmative Action and Equal Employment Opportunity requirements for hiring new employees for this contract. Detailed information and requirements are included in section 7-1.02J of these special provisions and the Proposal and Contract. All bidder questions/inquiries received before 12:00 p.m. the Thursday prior to the scheduled bid opening will be posted with their responses on the Public Works Web Site (www.cccounty.us/pwprojects).
