CITY OF UKIAH, MENDOCINO COUNTY, CALIFORNIA NOTICE TO BIDDERS FOR CAPITAL PAVEMENT PROGRAM: PRESERVATION AND OVERLAY SPECIFICATION NO. 26-01 NOTICE IS HEREBY GIVEN that sealed standard proposals for CAPITAL PAVEMENT PROGRAM: PRESERVATION AND OVERLAYPROJECT will be received at the Office of the City Clerk, Ukiah Civic Center, 300 Seminary Avenue, Ukiah California until 2:00 p.m. on Tuesday, June 23, 2026, at which time, or as soon thereafter as possible, they will be publicly opened and read. Bids shall be addressed to the City Clerk and shall be endorsed "CAPITAL PAVEMENT PROGRAM: PRESERVATION AND OVERLAYPROJECT." Bids are required for the entire work described herein. No fax bids will be accepted. Project Scope: Grinding and paving in multiple locations. All work to be performed is within the City of Ukiah. Talmage Road from State Street east to the Great Redwood Trail: The work involves complete surface grinding down 3" and placing 3" AC overlay over existing asphalt concrete. ADA ramps will be installed at Talmage Road and Waugh Lane. All roadway grinding and paving on Talmage Road must be completed at night to avoid shutting down businesses during the day. Waugh Lane from Talmage Road north approximately 740': The work involves complete surface grinding down 3" and placing 3" AC overlay over existing asphalt concrete. Mendocino Place from Mendocino Drive to the end of the cul-de-sac: The work involves complete surface grinding down 3" and placing 3" AC overlay over existing asphalt concrete. Installation of new 6" water main and related services. ADA ramps will be installed at Mendocino Place and Mendocino Drive along with modifications to the existing storm drain and installation of new storm drain infrastructure. Plans and Special Provisions may be inspected and/or copies obtained from the City's website at www.cityofukiah.com/purch asing. No bid will be considered unless it is made on the forms furnished by the City and is made in accordance with the details of the Special Provisions. Each bidder must be licensed as required by law. The City Council reserves the right to reject any or all bids and to determine which proposal is, in its opinion, the lowest responsive bid by a responsible bidder and which it deems in the best interest of the City to accept. The City Council also reserves the right, but not the obligation, to waive any irregularity or failure to strictly comply with the bidding requirements, that the City determines in the reasonable exercise of its discretion does not provide the bidder with a competitive advantage over other bidders. No contractor or subcontractor may be listed on a bid proposal for a public works unless registered with the Department of Industrial Relations ("DIR") pursuant to Labor Code section 1725.5 except as allowed. under Labor Code section 1771.1(a). The prime contractor shall be responsible for posting job site notices as prescribed by regulation. This project is subject to compliance monitoring and enforcement by the DIR. The City of Ukiah affirms that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises (DBE) will be afforded full opportunity to submit bids in response to this invitation. Bidders are advised that the City of Ukiah is implementing DBE goals for this Project. Pursuant to provisions of Section 1770, including amendments thereof, of the Labor Code of the State of California, the Director of the Department of Industrial Relations, State of California, has ascertained the general prevailing rate of wages for straight time, overtime, Saturdays, Sundays and Holidays including employer payment for health and welfare, vacation, pension and similar purposes. The prime contractor for the work herein shall possess a current, valid State of California, Class A (General Engineering) Contractor's License.
