City of MenifeeNOTICE INVITING BIDSMcCALL BLVD WIDENING, CIP No.22-03 PUBLIC NOTICE IS HEREBY GIVEN that the City of Menifee hereinafter referred to as the Agency, invites sealed bids for the above stated Project up to time of 3:00p.m ., on Thursday, April 2, 2026 . DESCRIPTION OF WORKThe work generally consists of widening from Oakhurst Avenue/Hospital Way to Junipero Road. The widening will be from the existing 2-lane road to a 4-lane corridor with curb, gutter, sidewalk new pavement section, traffic signal modification, Striping, ADA ramps along with K-railing and AC berm. This project will also include 48” Storm Drain with a rip-rap and a headwall. LOCATION OF WORKThe work to be constructed is located on the north-east quadrant of the city. This project is east of the 215 freeway along McCall Blvd. The major crossroads are Oakhurst Avenue/Hospital Wayand McCall Blvd. BID SUBMITAL REQUIREMENTSBids must be submitted electronically via the City of Menifee’s PlanetBids bidding portal at: https://www.planetbids.com/portal/portal.cfm?CompanyID=41576 no later than 3:00p.m ., on Thursday, April 2, 2026 Electronic Bid submittal must include all corresponding attachments including but not limited to, bid bond, subcontractor list, etc. A hard copy of the entire bid package including all original notarized documents must be received within 24 hours of the submittal deadline to be consider responsive to this NIB. If using Federal Express or other such service for bid submittal, the contents of the submittal must be noted on the outside of that envelope as stated above. Bids shall be written clearly and legibly in ink in conformance with the Instruction to Bidders. All bids shall be submitted to the Agency’s front desk in a sealed envelope plainly marked on the outside with "SEALED BID FOR CIP No. 22-03, McCall Blvd. Widening (Hospital to Junipero) - DO NOT OPEN WITH REGULAR MAIL ." Mail bids to: 29844 Haun Road; Menifee, CA 92586.Attention: Purchasing Department. Each bid must be accompanied by a certified or cashier's check payable to the City of Menifee, or a satisfactory bid bond executed by the bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total aggregate bid amount. The successful bidder will be required to furnish and pay for performance and payment bonds acceptable to the Agency. GENERALPlease read the Bid package paying particular attention to due dates, the Instructions to Bidders, Scope of Work (Appendix A), the Special Provisions section and Bid Forms (Appendix 1). Bids must contain all requested information and forms, and must be signed by an authorized agent of the offering company, in order to be considered responsive. Complete bid sets will be available electronically, at no cost, at:http://www.planetbids.com/portal/portal.cfm?CompanyID=41576 . It shall be the responsibility of the prospective bidders to download and print the bid documents for review and bid preparation, as well as to obtain any addendums and responses to pre-bid requests for clarification that have been provided by the Agency. Bidders shall also check the website for addendums which will be posted no later than 72 hours prior to the bid opening. Each addendum will include a conformation sheet indicating receipt of the addendum. This sheet must be signed and included with the bid for each addendum issued. Bids, which do not include the confirmation sheet(s) for each addendum, if any, may be rejected. The Agency does not warrant, represent, or guarantee the accuracy, completeness, or adequacy of information provided from any third party source. Prospective bidders are encouraged to review the official version of all documents upon which they plan to rely.The Contractor to whom the Contract is awarded, and any subcontractor under such Contractor, shall hereby ensure that minority and women business enterprises will be afforded full opportunity to submit bids for subcontracts. Further, there shall be no discrimination in employment practices on the basis of race, religious creed, color, national origin, ancestry, physical handicap, medical condition, marital status, age, or sex in compliance with Government Code 12990. The successful Bidder must comply with all prevailing wage laws applicable to the Project. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages set forth in the General Prevailing Wage Rates for this project are available at the California Department of Industrial Relations’ Internet web site at https://www.dir.ca.gov/oprl/DPreWageDetermination.htm In accordance with the provisions of the California Labor Code, contractors or subcontractors may not perform work on a public works project with a subcontractor who is ineligible to perform work on a public project pursuant to Section 1777.1 or Section 1777.17 of the California Labor Code. Any contract on a public works project entered into between a contractor and a debarred subcontractor is void as a matter of law. A debarred subcontractor may not receive any public money for performing work as a subcontractor on a public works contract. Any public money that is paid or may have been paid to a debarred subcontractor by a contractor on the Project shall be returned to the Agency. The Contractor shall be responsible for the payment of wages to workers of a debarred subcontractor who has been allowed to work on the Project. Bids shall be valid for a period of ninety (90) calendar days after the date the bids are publicly opened and the Agency reserves the right to reject any or all bids, to waive any irregularity(ies), and to take all bids under advisement during this period. All costs incurred by bidders as a result of preparing bids under this Notice Inviting Bids shall be the sole responsibility of each bidder. This Notice Inviting Bids neither creates nor imposes any obligation upon the Agency to enterinto a contract. Liquidated damages are required by law and will apply to the Project in accordance with the Special Provisions. Bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the appropriate classification(s) of contractor’s license(s), for the work bid upon, and shall maintain the license throughout the duration of the Contract. Bidders must possess a current State of California “Class A ” Contractor's License. Agency will accept bids only from Bidders that (along with all subcontractors listed in the bid) are currently registered and qualified to perform public work pursuant to Labor Code Section 1725.5. Subject to Labor Code Sections 1771.1(c) and (d), any Bid from an unregistered Bidder or that includes an unregistered subcontractor shall be returned and not considered; provided that if Bidder is a joint venture (Business & Professions Code Section 7029.1) or if federal funds are involved in the Contract (Labor Code Section 1771.1(a)), Agency may accept a non-complying Bid provided that Bidder and all listed subcontractors are registered at the time of contract award.
