NOTICE IS HEREBY GIVEN that A PUBLIC HEARING has been scheduled, pursuant to the Menifee Municipal Code, before the CITY OF MENIFEE CITY COUNCIL to consider (i) approval of a comprehensive update to existing Community Services (User Fees), (ii) establishment of new proposed fees as identified within the schedule, and (iii) authorization of an effective date of July 1, 2026 for implementation thereof.
Project Title: Updates (adjustments and new fees) to 2022 Comprehensive Cost of Services/User Fee Study
Project Location: The updated Community Services and new fees, Cost of Services (User Fee) schedule would be applicable citywide to all areas within the City of Menifee, County of Riverside, State of California.
The City Council will consider the following at a public hearing: A user fee study is conducted to accurately, fairly, and reasonably determine the full cost of providing services to the individuals and businesses within the community, such as plan check, inspection, permitting and other development-related services. The amount of revenue generated (fee amount) may not exceed the estimated reasonable cost of providing the services, and with the goal of making the City “whole” as to costs. In 2022, the City of Menifee approved a Comprehensive Cost of Services/User Fee Study and Cost of Services (User Fee), with an effective date of January 1, 2023. The adopted fees were based on then-current fees, industry norms, economic development strategy, and parity with surrounding cities. The majority of the adopted fees assumed full cost recovery, resulting in additional revenue and also limiting the amount of General Funds used to subsidize user fees. The 2022 update also increased equity between taxpayers and fee-payers as well as fairness between property-related and non-property related services, helping to ensure the City’s continued financial stability into the future. The proposed 2026 updates to be considered include: update to the Community Services fees and the addition of new proposed fees as identified within the proposed 2026 Additional User Fee and Updated Community Services Fee Schedule, which will be incorporated/integrated as part of the Citywide Master User Fee Schedule.

Any person wishing to comment on the proposed updated 2026 Additional User Fees and Updated Community Services Fee Schedule may do so in writing between the date of this notice and the public hearing or may appear and be heard during the public hearing at the time and place noted above. All written comments must be received prior to the time of public hearing. All such comments will be submitted to the City Council, and the City Council will consider such comments, in addition to any oral testimony, before making a decision on the proposed application. If you challenge this proposed action in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice or in written correspondence delivered to the City Council at, or prior to, the public hearing.
