NOTICE INVITING SEALED BIDS TAMALPAIS COMMUNITY SERVICES DISTRICT Marin County, California SEWER IMPROVEMENT PROJECT PHASE F NOTICE IS HEREBY GIVEN that for and on behalf of the District Board, the Manager of the Tamalpais Community Services District, Marin County, California, will receive up to, but not later than 2:00 PM on March 31, 2026, sealed bids for the award of a Contract for the construction of improvements in the District in strict accordance with the Plans and Specifications therefor entitled, "Sewer Improvement Project Phase F" dated February 2026 prepared by Nute Engineering, Civil and Sanitary Consultants and on file in the office of said District. The work includes the furnishing of all labor, materials and equipment for the construction of the sewer improvements project, including internal televising of sewer mains and laterals, excavation, pipebursting, open cut excavation and pipe and manholereplacement, spot repairs, structural support, CCTV, rehabilitation and reconnection of sewer laterals, provide quotes for replacement of private sewer laterals as directed by District, disposal of all materials including asbestos cement pipe, backfill, plug and overlay AC paving and all surface and landscape restoration, together with all appurtenances, connections and testing, for the completed and operational project as shown on the Plans and as specified. Due to the existing environmental health climate, bid submittals will be handled as follows: Said sealed bids shall be delivered to the Manager of the District on or before said date and time, at the Tamalpais Community Services District, 305 Bell Lane, Mill Valley, 94941. NOTE: Please ring the doorbell at the front door in order to deliver your sealed bid. Any bids received after the scheduled closing time for receipt of bids shall be returned unopened. Each bid shall be in accordance with said Plans, Specifications and other Contract Documents now on file in the office of the Districts. Bidders may obtain copies of the bidding documents by logging on to https://www.bpxplanroom.com/ or by calling BPX Printing & Graphics at (510) 559-8299 or emailing Richmond@bpxprinting.com. There is a non-refundable FEE of $60 PER SET for a printed package. Shipping and handling costs are extra and prices depend on the delivery method. At the bidder's request and expense, the Contract Documents may be sent by overnight mail. Bidders can supply their shipper account number to expedite processing. Electronic bidding documents can also be ordered for a non-refundable FEE of $60 PER SET. All bidders must purchase a complete set (hard copy or complete download) from BPX Printing & Graphics to be included on the planholder's list and to receive addenda notifications. It is the responsibility of each prospective bidder to confirm his/her firm is on the planholder's list held at BPX Printing & Graphics to ensure receipt of any subsequent communications, such as Addenda. Partial sets of Bid Documents are not available from the Owner or Engineer. The low bidder shall submit no later than the next working day after the bid opening, a credit report, current within 30 days of the bid opening date for this project. For privacy purposes, the report may be submitted in the envelope marked "CONFIDENTIAL". To be considered a responsible bidder on this project, either the Contractor's credit report shall indicate a Dun & Bradstreet credit risk rating of 2A2 or better or the Contractor's bank shall issue a financial statement on, or consistent with, the form in Section 00405. Notice is hereby given that for any moneys earned by the Contractor and withheld by the District to ensure performance of the contract, the Contractor may, at his/her request and expense, substitute securities equivalent to the amount withheld in the form and manner and subject to the conditions provided in Section 22300 of the Public Contract Code of the State of California. All proposals or bids shall be presented under sealed cover and shall be accompanied by one of the following forms of bidders security: cash, a certified or cashier's check or a bidder's bond executed by an admitted surety insurer, all made payable to the order of the Tamalpais Community Services District amounting to ten percent (10%) of the bid. The bidder's security shall be forfeited to said District in case the bidder depositing the same does not, within fifteen (15) days after written notice that the contract has been awarded to him/her, enter into a contract with the District, which contract shall be accompanied by a payment bond and a faithful performance bond, each in a sum equal to one hundred percent (100%) of the amount so bid, under the provisions of Sections 3247 through 3252, inclusive, of the Civil Code of the State of California. NOTICE IS HEREBY FURTHER GIVEN that, pursuant to Section 1773 of the Labor Code of the State of California, the District has obtained from the Director of the Department of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work for each craft, classification, or type of worker required to execute the contract. A copy of said prevailing rate of per diem wages is on file in the office of the Secretary, to such reference is hereby made for further particulars. Said prevailing rate of per diem wages shall be made available to any interested party upon request, and a copy thereof shall be posted at the job site. Not less than said prevailing rate of per diem wages shall be paid for any work proposed to be performed. No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. The Contractor will be required to comply with all provisions of Section 1770 et seq. of the Labor Code of the State of California. The award of contract shall only be made to a Contractor who possesses a Class A (California Contractor's) License, pursuant to Section 3300 of the Public Contract Code. The District Board may, at its discretion, reject any and all bids or waive any irregularities or informalities in any bid or in the bidding. No bidder may withdraw his/her bid for a period of sixty (60) days after the date set for opening of bids.
