CITY OF MONTCLAIRNOTICE INVITING BIDSARROW HIGHWAY REHABILITATION AND TRAFFIC SIGNAL INTERCONNECT PROJECTNOTICE IS HEREBY GIVEN that the City of Montclair, San Bernardino County, California, will receive ELECTRONIC BIDS ONLY up to 10:00 AM, on Thursday, April 20, 2026. At which time, said ELECTRONIC bids will be publicly opened and read. The results will be posted on PlanetBids immediately upon bid opening. Bidders need not be present for the bid opening, but they may attend if desired. The City street address is as follows:City of Montclair, 5111 Benito Street, Montclair, CA 91763Bids must be submitted electronically via the PlanetBids online bidding service. To download bid documents and to submit an electronic bid, a bidder must be registered with the City of Montclair as a vendor. To register as a vendor, go to the following link, and then proceed to the PlanetBids link and "Register As A Vendor":https://www.cityofmontclair.org/city-government/public-works/engineering-divisionDocuments must be uploaded in PDF (Portable Document Format). Hard copies submitted to the City in lieu of electronic copies uploaded to the system will not be accepted as a viable bid. It is the Bidder's responsibility to ensure that their bid documents are properly uploaded onto the City's online bid management system. The classification of Contractor's license required in the performance of this Contract is a Class A.Pursuant to the provisions of Section 1773 of the Labor Code of the State of California, the City has obtained the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in this locality for each craft, classification or type of workman needed to execute the Contract from the Director of the Department of Industrial Relations. Copies may be obtained from the California Department of Industrial Relations website at: http://www.dir.ca.gov.The successful bidder shall be required to furnish a Labor and Materials Bond and a Faithful Performance Bond in the amount of 100% of the amount of the Contract.Pursuant to Section 22300 of the Public Contract Code of the State of California, the Contract will contain provisions permitting the successful bidder to substitute securities for any monies withheld by the City of Montclair to ensure performance under the Contract.Each bidder must upload to PlanetBids the following documents ("Proposal") with his/her electronic bid prior to the date and time of the bid opening: * Contractors Proposal Form (Page C1-C4)

The work to be completed consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the Plans, Specifications, and Contract Documents for the above-stated project. The general items of work to be performed hereunder consist of: Mobilization; Traffic Control; Construction Survey and Monumentation; Preparation and Implementation of Best Management Practices (SWPPP); Removal and Replacement of PCC; Landscape Improvements; Curb & Gutter; Sidewalk; Cross Gutter, Residential & Commercial Driveways; Curb Ramps with Detectable Warning Surfaces; Street Lights; Cold mill existing Asphalt Pavement & AC overlay, Sewer, Storm drain and Parkway Drain improvements; Adjustment to grade of Utilities including Water Valves, Gas valves, Storm Drain Manholes, Sewer Manholes, Water Meter Boxes, Traffic Signal Pull Boxes, etc.; Traffic Markings and Striping; Traffic Signal Modification and Bulb-out improvements, Traffic Loops Installation and all associated work as identified on the construction plans. The Engineer's estimate for the proposed project is $5,500,000.The City Council reserves the right to reject any or all bids, to delete portions of the work, or to waive any defect or informality in any bid received.
