CITY OF SAN PABLO NOTICE OF PUBLIC HEARING MONDAY, MARCH 2, 2026 NOTICE IS HEREBY GIVEN that the City Council of the City of San Pablo, State of California, will conduct a Public Hearing in the Council Chambers, City of San Pablo, 1000 Gateway Avenue, San Pablo, CA 94806, on Monday, March 2, 2026, at 6:00 pm, to consider the following item: City of San Pablo Ordinance Amendment to consider amendments to Chapter 15.04 of the San Pablo Municipal Code, Section 15.04.020, Amendments, additions and deletions as follows: Subsection 15.04.020.D., amendments, additions and deletions to Title 24 Part 6, the California Energy Code, to remove references to all-electric requirements consistent with the 2024 9th Circuit Court decision in California Restaurant Association v. City of Berkeley, which showed that a similar ordinance was preempted by federal law. The City of San Pablo has not enforced these provisions and is now seeking to remove the relevant language to avoid any confusion. This ordinance is not a project under CEQA pursuant to Guidelines Section 15378(b)(5): organizational or administrative activities of governments that will not result in direct or indirect physical changes to the environment. Members of the public are invited to attend said hearings and express opinions regarding these items.
