CITY OF SAN PABLO NOTICE OF PUBLIC HEARING TUESDAY, MARCH 24, 2026 NOTICE IS HEREBY GIVEN that the Planning Commission of the City of San Pablo, State of California, will hold a public hearing on the following items: PLAN2602-0008: A request for approval of a City of San Pablo Regulatory Sign Ordinance Amendment to consider an amendment to Chapter 18.04 of the San Pablo Municipal Code, Section 18.04.050, Prohibited Signs, Subsection A.9, as follows: 9. Digital signs and digital displays, except as authorized for new billboards on city property under Chapter 18.06; electronic or manual reader board sign with movable text; animated signs or flashing signs other than clocks or, temperature or fuel pricing signs, that have moving parts or parts so devised that the sign appears to move or to be animated, and that blink, flash or emit a varying intensity of color or light which could cause glare, momentary blindness or other annoyance, disability or discomfort to persons on surrounding properties or driving by. This amendment would add an exception to allow digital fuel pricing signs, in addition to those for clocks and temperature signs, as all of these sign types are required to be changeable, and it is no longer practicable to manually alter frequently changing sign components. This ordinance is exempt from the California Environmental Quality Act (CEQA, pursuant to CEQA Guidelines Section 15304, Class 4 exemptions, Minor Alterations to Land, in that it would involve only minor alterations and would involve significant land alterations. The amendment would also qualify under the provisions of CEQA Guidelines section 15061(b)(3) (i.e., the "common sense" exemption) in that it can be seen with certainty that there would be no significant effect on the environment. NOTICE IS HEREBY FURTHER GIVEN that the hearing will be held at the Planning Commission meeting on Tuesday, the 24th day of March 2026 at 6:00 p.m. Questions may be directed to the City of San Pablo Community Development Department at (510) 215-3030. Members of the public may participate in-person. Members of the public may also view the meeting virtually through an on-line webinar which is livestreamed. Comments on agenda items may also be submitted in advance or during the meeting to pcommission@sanpabloca.gov . Public comment by zoom or telephone during the meeting will not be accepted.
