CITY OF SAN PABLO NOTICE OF PUBLIC HEARING TUESDAY, April 28, 2026 NOTICE IS HEREBY GIVEN that the Planning Commission of the City of San Pablo, State of California, will hold a public hearing on the following item: PLAN 2604-0002: City of San Pablo Municipal Code Amendment to consider amendments to Section 17.60.070 of Chapter 17.60 of the Zoning Code regarding Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs) in order to reflect current state law regarding these uses and additional revisions to assist in the development and review of accessory dwelling units in the City of San Pablo. Proposed amendments pertain to the definitions of square footage for ADUs and JADUs; the appeal process for denials or findings of incompleteness; the number of detached ADUs permitted on multifamily lots; owner-occupancy requirements for JADUs; minimum rental terms for JADUs; and height limits for detached ADUs. Additional minor revisions and amendments may be added during the course of the public review of the proposed amendments to assist in the clarity, consistency, and administration of the Zoning Ordinance. This is a City-initiated project and the proposed amendments apply citywide. The proposed amendment is statutorily exempt from the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21080.17, which exempts the adoption of accessory dwelling unit ordinances. NOTICE IS HEREBY FURTHER GIVEN that the hearing will be held at the Planning Commission meeting on Tuesday, the 28th of April 2026 at 6:00 p.m. All interested parties are invited to attend said hearing and express opinions concerning these items during consideration. Members of the public may participate in-person. Members of the public may also view the meeting virtually through an on-line webinar which is livestreamed. Comments on agenda items may also be submitted in advance or during the meeting to pcommission@sanpabloca.gov . Public comment by zoom or telephone during the meeting will not be accepted. Further information and links to virtual attendance may be found on the Planning Commission agenda to be posted at least 48 hours prior to the meeting at: https://sanpablo.legistar.com/Calendar.aspx NOTE: If you challenge these items in court, you may be limited to raising only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing.
