NOTICE OF PUBLIC HEARING Application Number:2509-13 (ZCA25-001; LCPA25-001)Application Date:09/13/2025Project Location:CitywideProject Applicant:City of Long Beach, Department of Community Development Approval(s) Requested: Zoning Code Amendment, Local Coastal Program Amendment Proposed Project: A Zoning Code Amendment (ZCA25-001) and Local Coastal Program Amendment (LCPA25-001) to introduce and establish new regulations for Microenterprise Home Kitchen Operations (MEHKOs) within Title 21 of the Zoning Regulations to support proposed changes to Title 5 of the Long Beach Municipal Code. The proposed amendments would be to Chapters 21.15 and 21.51 of the Zoning Regulations to 1) add a definition of a MEHKO and clarifications to existing definitions and 2) add MEHKOs as a permitted home occupation in compliance with State of California Health and Safety Code regulations (California Health and Safety Code §113825) and proposed changes to Title 5 the Long Beach Municipal Code. (Citywide) This project was approved by the Planning Commission on December 18, 2025 . Environmental Review: Pursuant to California Environmental Quality Act (CEQA) Article 5, Section 15061, and the State CEQA Guidelines, it can be seen with certainty that the subject modifications to the City’s Municipal Code would not have the potential for having a significant effect upon the environment. (SE-25-142) This project also includes a future amendment to the Local Coastal Program for areas in the Coastal Zone and is subject to certification by the California Coastal Commission. The California Coastal Commission has preliminarily determined this to be a de minimis Local Coastal Program Amendment.
