NOTICE OF PUBLIC HEARING Application Number:2407-23 (ZCA24-003, LCPA24-003)Application Date:05/07/2024Project Location:CitywideProject Applicant:City of Long Beach, Department of Community Development Approval(s) Requested: Zoning Code Amendment, Local Coastal Program Amendment Proposed Project: The City Council at this public hearing will consider making the California Coastal Commission (CCC) suggested modifications to the Inclusionary Housing Ordinance and associated amendments to the Local Coastal Program (LCP), including Chapter 21.67 of the Long Beach Municipal Code (LBMC). The CCC requested two (2) suggested modifications to LBMC Chapter 21.67: (1) add language to ensure conformance of the Inclusionary Housing Implementation Guidelines with the policies of the LCP and (2) add language related to procedures for changes to the adopted Submarket Areas Map. Environmental Review: In accordance with the Guidelines for Implementation of the California Environmental Quality Act (CEQA), Public Resources Code Section 21080.9 and CEQA Section 15265(a)(1) the proposed modifications are statutorily exempt. CEQA does not apply to activities and approvals by the City necessary for the preparation and adoption of an LCP Amendment. The suggested modifications by the CCC have been determined to fall within the scope of the previous CEQA determinations and will not result in any new significant impacts. In accordance with CEQA and the State CEQA Guidelines, the previous Inclusionary Housing Ordinance was determined to be Categorically Exempt pursuant to Sections 21166, 15162, 15163 and 15061(b)(3) of the State CEQA Guidelines (CE-24-174). This Zoning Code Amendment affects the implementing plan of the Local Coastal Program and is subject to certification by the California Coastal Commission.
