PUBLIC NOTICE NOTICE OF AVAILABILITY OF A FINAL ENVIRONMENTAL IMPACT REPORT (FEIR) AND PLANNING COMMISSION PUBLIC HEARING REGARDING RECOMMENDATIONS TO THE BOARD OF SUPERVISORS ON THE INN AT THE ABBEY USE PERMIT MAJOR MODIFICATION NO. P19-00038-MOD, CERTIFICATION OF A FEIR, ADOPTION OF FINDINGS PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT AND AN ORDINANCE APPROVING A DEVELOPMENT AGREEMENT BETWEEN NAPA COUNTY AND JACKSON FAMILY INVESTMENTS, III, LLCOn Wednesday morning, the 4th day of March 2026, at 9:00 a.m. at 1195 Third Street, Suite 305, Napa, California, a public hearing will be conducted by the Napa County Planning Commission regarding the project identified below. All interested persons are invited to attend the hearing and be heard.Inn at the Abbey Use Permit Major Modification P19-00038-MOD and an Ordinance Approving a Development Agreement Between Napa County and Jackson Family Investments III, LLCREQUEST:Pursuant to Napa County Code section 18.124.010, the Planning Commission will hold a public hearing and make a recommendation to the Napa County Board of Supervisors regarding the following actions: 1. A request by JFI to approve Use Permit Major Modification application P19-00038 to allow the following: 1. North Parcel: 1) Construction of a hotel structure including 50 guest rooms, spa, retail, rooftop terrace/public space and back-of-house/mechanical uses; 2) Renovation of an existing structure (Stone Building) including of hotel lobby, retail, café, conference/meeting/wine and back-of-house/circulation uses; 3) Unconditioned areas including an arrival/valet courtyard, a pool, outdoor lounge areas, landscaping and an underground parking garage; 4) Demolition of an existing restaurant building; 1. South Parcel: 1) Construction of a hotel structure including 11 guest rooms, kitchen/library and back-of-house/mechanical/circulation uses; 2) Construction of a hotel barn structure including 12 guest rooms, back-of house/mechanical uses; 3) Construction of two (2) bungalow structures including six (6) guest rooms; 4) Construction of a fitness studio structure; 5) Unconditioned areas including a pool, patios, lounge area, lawn, and landscaped areas; 6) Demolition of an existing commercial building and five (5) room motel; 1. Certification of a FEIR prepared for the Project, adoption of Findings in accordance with the California Environmental Quality Act and adoption of a Mitigation, Monitoring and Reporting Program; 1. The Project’s consistency with the General Plan; and 2. Adoption of an ordinance approving a Development Agreement between Napa County and Jackson Family Investments III, LLC.A hearing will be scheduled before the Board of Supervisors upon receipt of the Planning Commission’s recommendation on the use permit request and proposed ordinance. Notice of the hearing before the Board of Supervisors will be provided in advance of that hearing.Location:The Project is located on an approximately 15.13-acre site at Lodi Lane along State Route (SR) 29, approximately 0.5 mile north of the city limits of St. Helena, in unincorporated Napa County. The Project is comprised of six parcels that are broken into two sections separated by Lodi Lane. The “North Parcel” is approximately 10.30 acres and consists of four contiguous parcels located north of Lodi Lane, Assessor’s Parcel Numbers [APNs] 022-130-027, 022-130-028, 022-130-023, and 022-130-024. The “South Parcel” is approximately 4.83 acres and consists of the two contiguous parcels located south of Lodi Lane, APNs 022-220-028 and 022-220-029.Zoning District:Agricultural Watershed (AW) and Commercial Limited (CL)General Plan Designation:Agriculture, Watershed and Open Space (AWOS)CEQA STATUS:Final Environmental Impact Report (FEIR) prepared and circulated (State Clearinghouse #2020079021). According to the FEIR, the proposed project would not have any significant environmental impacts after implementation of mitigation measures related to potential impacts to: Air Quality, Biological Resources, Cultural Resources, Geology and Soils, Greenhouse Gas Emissions, Noise and Vibration and Transportation. The FEIR was prepared in compliance with the CEQA, the State CEQA Guidelines (California Code of Regulations Section 15000 et seq.), and Napa County Local Guidelines Implementing CEQA. This project site is not on any of the lists of hazardous waste sites enumerated under Government Code Section 65962.5.Application materials, including the FEIR, are available on the Department’s Current Projects Explorer at: https://www.countyofnapa.org/2876/Current-Projects-Explorer. Copies of documents and other information relating to the Project described above may be examined between 8:00 AM and 4:00 PM Monday through Friday at the office of the Planning, Building, and Environmental Service Department, Napa County Administration Building, 1195 Third St, Second Floor, Napa, California. For documents that are publicly available on the Current Projects Explorer, there will be a Public Record Copying Fee associated with the physical printing of documents. While drops-in may be accommodated to the extent possible on a case-by-case basis, we strongly encourage you to schedule an appointment for document review.Written and verbal comments regarding this Project and comments regarding the environmental effects of this Project and the adequacy of the proposed FEIR are solicited.
