PUBLIC NOTICE NOTICE OF ZONING ADMINISTRATOR HEARING & NOTICE OF INTENT TO ADOPT CATEGORICAL EXEMPTIONOn Wednesday morning, the 29th day of April 2026, at 9:00 a.m., in the County Administration Building at 1195 Third Street, Suite 305, Napa, California, a public hearing will be conducted by the Napa County Zoning Administrator regarding the project identified below. All interested persons are invited to attend the hearing and be heard. Yount Mill Road Residence Viewshed Protection Program – Permit P25-00015-VIEW Location: Yount Mill Road, Napa, CA 94558, APN: 031-120-042-000 (14.4 acres); located on the south side of Yount Mill Road at the intersection of Highway 29. Zoning and General Plan Designation: Agricultural Preserve (AP) Zoning District and Agricultural Resource (AR) General Plan Designation. Request: Approval of a Viewshed Protection Program application for the construction of a residential project within view of Highway 29, a County designated viewshed road, and on slopes exceeding 15%. The project consists of a 7,450 square-foot main residence, an underground pool, 816 square-foot accessory dwelling unit, 814 square-foot detached garage, and landscaping plan for vegetative screening. The project is located on an approximately 14.4-acre parcel within the Agricultural Preserve (AP) Zoning District and has a General Plan designation of Agriculture Resource (AR). Yount Mill, Napa, CA 94558. APN: 031-120-042-000. CEQA STATUS: Consideration and possible adoption of a Categorical Exemption Class 3 and Class 4: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act. See Section 15303 (Class 3 New Construction or Conversion of Small Structures) and Section 15304 (Class 4 Minor Alteration to Land), which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR §15303 and §15304. The project site is not included on a list of hazardous materials compiled pursuant to Government Code Section 65962.5. Application materials are available on the Department’s Current Projects Explorer at: https://www.countyofnapa.org/2876/Current-Projects-Explorer Copies of documents and other information relating to the project described above may be examined between 8:00 AM and 4:00 PM Monday through Friday at the office of the Planning, Building, and Environmental Service Department, Napa County Administration Building, 1195 Third St, 2nd Floor, Napa, California. For documents that are publicly available on the Current Projects Explorer, there will be a Public Record Copying Fee associated with the physical printing of documents. While drops-in may be accommodated to the extent possible on a case-by-case basis, we strongly encourage you to schedule an appointment for document review. Written and verbal comments regarding the project and the adequacy of the proposed Categorical Exemption are solicited.
