PUBLIC NOTICE SUMMARY OF PROPOSED ORDINANCE as prescribed by Government Code section 36933(c)(1) NOTICE IS HEREBY GIVEN that at their meeting held March 24, 2026, the Vacaville City Council conducted a second reading and adopted entitled: AN OMNIBUS ORDINANCE OF THE CITY COUNCIL OF THE CITY OF VACAVILLE REPEALING AND REPLACING CHAPTERS 13.08, 13.12, 13.14, AND 13.20 AND SECTIONS 14.01.020.010 AND 11.01.190 OF THE VACAVILLE MUNICIPAL CODE, RELATING TO SEWERS, WATER, BACKFLOW AND CROSS-CONNECTION, WATER CONSERVATION, PUBLIC AND PRIVATE PROJECTS, AND CREDIT FOR PREVIOUSLY PAID FEES This ordinance repeals and replaces several portions of the Vacaville Municipal Code relating to the City's Utility Department operations. Among other things, the ordinance will: Establish a comprehensive set of regulations relating to ownership, control, inspection, or maintenance of sewer laterals within the City Prohibit placement of any permanent structures within utility easement areas, except in specified instances Establish a clear obligation for a utility customer's payment of a fee, as separately set by resolution of the City Council, to cover the City's costs of disconnecting or reconnecting water service if the disconnection was caused by customer action When a private water main extension is authorized, establish a clear framework for the standards and specifications governing said extension Add clarifying language regarding appropriate operation and safety requirements associated with use of fire hydrants Establish customers' obligation to indemnify and hold harmless the City from claims and liabilities resulting from the condition, operation, maintenance, or repair of private water lines Update language regarding water theft, and impose maximum possible penalties for violations Implement a regulatory requirement for certain critical facilities to maintain a secondary, redundant water supply to avoid loss of supply during emergency or required maintenance Revise and clarify definitions relating to backflow and cross-connection devices and water conservation obligations Implement a nonfunctional turf irrigation ban, as required by state law, subject to specified exemptions Clarify City Council and staff role in approving modifications or exemptions to City development standards or other regulations for specified capital improvement/public projects Replace language in the City's Development Impact Fee implementation chapter relating to an exemption from new impact fees for changes in nonresidential use of a building constructed prior to June 20, 1960. This ordinance will become effective 30 days from its adoption.
