PUBLIC NOTICE SUMMARY OF PROPOSED ORDINANCE as prescribed by Government Code section 36933(c)(1) NOTICE IS HEREBY GIVEN that at their meeting held February 24, 2026, the City Council of the City of Vacaville introduced for first reading entitled: ORDINANCE NO. 2014 ORDINANCE OF THE CITY COUNCIL OF THE CITY OF VACAVILLE AMENDING TITLE 5 OF THE VACAVILLE MUNICIPAL CODE BY ADDING CHAPTER 5.40, SIDEWALK VENDING, TO CREATE NEW POLICIES, PROCEDURES, AND STANDARDS FOR REGULATING SIDEWALK VENDING ACTIVITIES IN THE CITY OF VACAVILLE The ordinance adds a new Chapter 5.40 to the Vacaville Municipal Code. Among other things, the ordinance will: Establish a permitting framework for sidewalk vending within the City Establish generally applicable sidewalk vending standards, and standards specific to stationary and roaming sidewalk vending, including insurance requirements, safety-related locational and operational restrictions, and health permitting obligations as applicable Establish permissible locations and hours of operation, in accordance with state law Establish penalties for violations of the vending ordinance, including administrative fines, and set forth a clear appeals process for grievances under the ordinance This ordinance will become effective 30 days from its adoption but is subject to a delayed implementation timeline for City enforcement as directed by City Council.
