NOTICE BY THE YUBA CITY COUNCIL OF ITS INTENT TO ADOPT AN ORDINANCE NOTICE IS HEREBY GIVEN that on March 17, 2026, at 6:00 pm, or as soon after as the matter may be heard, in the City Hall Council Chambers, 1201 Civic Center Boulevard, Yuba City, California 95993, the City Council of the City of Yuba City intends to adopt an Ordinance, entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF YUBA CITY ADDING CHAPTER 12 (ROADWAY FACILITIES DEVELOPMENT IMPACT FEES) TO TITLE 8, CHAPTER 12 OF THE CITY OF YUBA CITY MUNICIPAL CODE TO ESTABLISH ROADWAY DEVELOPMENT IMPACT FEES FOR NEW DEVELOPMENT (A certified copy of the full text of this ordinance is posted in the office of the City Clerk) SUMMARY The proposed Ordinance adds Chapter 12 (Roadway Facilities Development Impact Fees) to Title 8, Chapter 12 of the City of Yuba City Municipal Code to establish roadway development impact fees for new development. For this Roadway Impact fee update, the City utilized Economic and Planning Systems (EPS) to assist in preparing the AB 1600 fee justification study. The study produced legally required nexus findings for the City to implement the Roadway Fee Program and to set the initial development impact fee rate. Once adopted, developers will pay for needed improvements to new and expanded road infrastructure thereby reducing the financial impact upon existing City residents as the build-out of the 2040 General Plan occurs. This item was introduced at a regular meeting of the City Council of the City of Yuba City on the 3rd day of March 2026. Adoption of the Ordinance will be considered at the Regular City Council meeting on March 17, 2026 at 6:00 p.m., or as soon thereafter as may be heard, in the City Hall Council Chambers, 1201 Civic Center Boulevard, Yuba City, California 95993. All interested parties are invited to attend the meeting to express their opinions. Written or verbal statements will be accepted.
