CITY OF YUBA CITY NOTICE OF A PUBLIC HEARING BEFORE THE PLANNING COMMISSION Notice is hereby given that the Yuba City Planning Commission will conduct a public hearing to consider a resolution recommending the City Council adopt a resolution to approve an amendment to the 2021-2029 City of Yuba City General Plan Housing Element. The Amendment to the Housing Element will be considered by the Yuba City Planning Commission at the following date and time: Date: Wednesday, March 25, 2026 Time: 6:00 p.m., or shortly thereafter Location: City Hall Council Chambers 1201 Civic Center Blvd., Yuba City Project Description: The proposed project is an amendment to the 2021-2029 City of Yuba City General Plan Housing Element. The purpose of this item is to update the Housing Element to incorporate properties previously designated as High-Density Residential Land-Use designation and rezoned to Multiple-Family Residence District (R-3) as part of General Plan Amendment 22-03 and Rezone 22-04 for compliance with Program H-C-7 and consistency with Government Code Section 65583.2(i). This amendment includes textural changes and updates to tables within the Housing Element. Environmental: An Addendum to the City of Yuba City General Plan Environmental Impact Report (EIR) was prepared for the 2021-2029 Housing Element (State Clearinghouse Number 2001072105) that was adopted by the City Council on March 1, 2022. The Addendum to the General Plan EIR can be viewed online at: https://www.yubacity.net/departments/development_services/housing_cdbg/housing_element.php A Mitigated Negative Declaration was adopted by the City Council for General Plan Amendment 22-03 and Rezone 22-04 on May 2, 2023, (State Clearinghouse Number 2023020503) that redesignated certain properties to High-Density Residential Land-Use Designation and rezoned the properties to Multiple-Family Residence District (R-3) for compliance with State Housing laws. A Notice of Determination was filed by the City on May 5, 2023. A copy of the Environmental Assessment for General Plan Amendment 22-03 and Rezone 22-04 may be viewed online at www.yubacity.net/environmental Environmental impacts of the properties to be included in the proposed Housing Element update have been previously analyzed by the City and no additional environmental review is determined necessary. The Amended 2021-2029 City of Yuba City Housing Element is currently available online at https://www.yubacity.net/departments/development_services/housing_cdbg/housing_element.php Written comments for the Housing Element or related items may be submitted to the Planning Division before the public hearing or at the public hearing, until the close of the public hearing. All interested parties are invited to attend the public hearing and express their opinions. If you challenge the project in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission prior to the public hearing.
