PUBLIC NOTICECOMPLETION OF THE SECOND FIVE-YEAR REVIEWMUNITIONS RESPONSE PROGRAM SITE 1 (MUNITIONS RESPONSE SITES SR901C AND SR902D)NAVAL TRAINING SITE OTAY MESASAN DIEGO, CALIFORNIAOVERVIEWThe United States Department of the Navy (Navy), in conjunction with the California Department of Toxic Substances Control (DTSC), announces the completion of the Second Five-Year Review of previously implemented cleanup actions at Naval Training Site Otay Mesa (NATSOM) in San Diego, California. This site is 2 miles northwest of the junction of California State Routes 905 and 125, just north of the Brown Field Municipal Airport. Prior to 2021, the installation was previously known as San Diego Air Force Space Surveillance Station and also Brown Field Naval Space Surveillance Field Station.PURPOSE OF THE FIVE-YEAR REVIEWThe Navy conducted the Second Five-Year Review pursuant to Section 121(c) of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and 40 Code of Federal Regulations Part 300 – National Oil and Hazardous Substance Pollution Contingency Plan (NCP). The purpose of the Five‑Year Review was to determine whether the selected remedies identified in Record of Decision documents for Munitions Response Program (MRP) Site 1, Munitions Response Site (MRS) SR901c and MRS SR902d, at NATSOM remain protective of human health and the environment.The remedies for NATSOM MRP Site 1, MRS SR901c and MRS SR902d, included land use controls to prevent exposure to hazardous substances (primarily polycyclic aromatic hydrocarbons [PAHs] and lead) that remain in surface and subsurface soil at the sites.
