NOTICE OF INTENT TO PUBLIC OF REQUEST FOR THE RELEASE OF FUNDS LOS ANGELES COUNTY DEVELOPMENT AUTHORITY 700 W. MAIN STREET ALHAMBRA, CA 91801 TO ALL INTERESTED AGENCIES, GROUPS, AND PERSONS: The purpose of this notice is to identify actions to be taken by the County of Los Angeles. On or about May 6, 2026, the County of Los Angeles will request the U.S. Department of Housing and Urban Development (HUD) to release Federal Funds under Title I of the Housing and Community Development Act of 1974, as amended, for the following seven (7) programs. Participating Agency: Housing Development and Preservation Division (LACDA) Program Name and Number: First District Handyworker Program - 602195 Program Description: The Handyworker program provides funding for minor home repairs to eligible low-and moderate-income (80% AMI and below) households within the unincorporated areas of the First Supervisorial District. Handyworker services are focused on the following activities: minor plumbing repairs/replacement, eligible minor exterior/interior home repairs, and repairs that will provide security and safety improvements to single-family housing units and mobile homes. Mobile home units must be affixed to a foundation, units must be skirted, and they must be part of the County's permanent housing stock. The maximum amount of each Handyworker grant per household will not exceed $9,000. CDBG funds will be used for personnel, non- personnel, and for the minor home repair costs. In compliance with tiered environmental review clearance requirements, each property will be reviewed by the Los Angeles County Development Authority (LACDA), when identified, and cleared on a site-by-site basis in order to meet the requirements of NEPA at §58.5 and §58.6. The issues to be identified and addressed in the site-specific review phase include historic preservation, special flood hazard areas, and contamination and toxic substances. An Environmental Review Record (ERR) is on file at the LACDA, which documents the environmental review process for each of the programs described above. Please submit your request by U.S. mail to Donald Dean, Environmental Officer, Los Angeles County Development Authority, 700 West Main Street, Alhambra, CA 91801 or by email to donald.dean@lacda.org. Further environmental review of these programs is not proposed to be conducted prior to the request for release of federal funds. COMMENTS TO GRANT RECIPIENT All interested agencies, groups or individuals are invited to submit written comments for consideration. Comments may be submitted to the Environmental Officer of the LACDA at the above address, faxed to (626) 943-3838, or e- mailed to donald.dean@lacda.org, and must be received before 5:00 P.M., May 5, 2026. All written comments received will be considered by the LACDA prior to forwarding the request for release of federal funds to HUD, and prior to approval of the programs. Action will not be taken on the programs prior to HUD's written authorization to use these funds. It is requested that those forwarding comments specify which of the proposed actions are being addressed. RELEASE OF FUNDS The County of Los Angeles will undertake the project described above with Community Development Block Grant (CDBG) funds from HUD under Title I of the Housing and Community Development Act of 1974, (PL 93-383), as amended. The County of Los Angeles is certifying to HUD that the County of Los Angeles and the Executive Office, Clerk of the Board, agree to accept the jurisdiction of the federal courts if an appropriate action is brought to enforce regulatory requirements relating to the environmental review, decision-making and implementation, and that these responsibilities have been satisfied. The legal effect of the certification is that, upon its approval, federal funds may be used, and HUD will have satisfied its responsibilities under the NEPA. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its approval of the release of funds and acceptance of the certification only if it is on one of the following bases: (a) the certification was not executed by the Certifying Officer or other officer of the applicant approved by HUD; (b) the LACDA has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; and (d) another federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD Los Angeles Office, Region IX at CPDLA@hud.gov.
