NOTICE OF PUBLIC HEARING Solid Waste Collection Rates June 10, 2026, at 5:30 p.m. CITY OF CATHEDRAL CITY 68-700 Avenida Lalo Guerrero Cathedral City, CA 92234 IN ACCORDANCE WITH SECTION 6(A), OF ARTICLE XIIID OF THE CALIFORNIA CONSTITUTION (PROPOSITION 218) AND GOVERNMENT CODE SECTION 53755 NOTICE IS HEREBY GIVEN that a public hearing will be held before the City Council on June 10, 2026, at 5:30 p.m., at 68-700 Avenida Lalo Guerrero, Cathedral City, CA 92234. At the public hearing, the Council will consider the adoption of a resolution to set the maximum rates for solid waste collection and handling under the Franchise Agreement between City of Cathedral City (the “City”) and Burrtec Waste and Recycling Services, LLC (“Burrtec”) for Integrated Solid Waste Management Services dated July 1, 2010 (the “Franchise Agreement”). The rates include the costs of collection, disposal, and recycling services, as well as City program costs and applicable fees authorized by the California Integrated Waste Management Act. The rates and fees have been determined to be no more than the reasonable cost necessary to provide the service. The Franchise Agreement authorizes adjustments to the rates and fees based on cost increases associated with solid waste collection, disposal, and recycling services, as well as adjustments based on increases in the Consumer Price Index (CPI). The proposed rate increases are designed to ensure that the revenue collected from the solid waste rates is sufficient to cover the full costs of providing solid waste services. The proposed schedule of maximum permissible service rates is set forth in Exhibit A attached hereto. This rate adjustment is in accordance with the contractually required rate adjustments as set forth in the Franchise Agreement. • Residential Tax Roll Service rates will become effective January 1, 2027. • Commercial services and any residential services not billed through the tax roll will become effective July 1, 2026. Proposition 218: Property owners and tenants may submit written protests to the proposed rates prior to or during the public hearing. In accordance with Proposition 218 and Government Code Section 53755, this notice has been mailed to the record owners of each property subject to the proposed rates, as shown on the latest equalized assessment roll. If you object to the proposed rates described in this Notice, you may file a written protest with the city at or before the time set for the public hearing. Protests can be mailed or personally delivered to: CITY OF CATHEDRAL CITY68-700 Avenida Lalo Guerrero Cathedral City, CA 92234 Protests will not be accepted by email or facsimile. A valid protest must include: 1. The name of the person submitting the protest and their interest in the property (e.g., owner or tenant), and 2. Identification of the property by either assessor’s parcel number or street address, and 3. A statement of protest (a statement such as “I/we protest” will suffice), and 4. The original signature of the protesting owner or tenant (photocopies will not be accepted). Please note that pursuant to Government Code Section 53755(b), only one written protest will be counted per parcel. If multiple protests are submitted for a single parcel, only one protest will be counted. The City Clerk will determine the validity of all protests submitted and will exclude any invalid protests from the final tabulation. The City Clerk may confer with the City Attorney in determining the validity of written protests. The City Clerk’s determination shall be final.
