NOTICE OF PUBLIC REVIEW CITY OF CONCORD FY 2026/27 ACTION PLAN FOR EXPENDING FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS The City of Concord's draft FY 2026/27 Action Plan is available for review. The Action Plan outlines recommendations made to the Concord City Council for funding projects that will help meet the housing and non-housing community needs of the lower income households and areas in our community. It covers the period of July 1, 2026, through June 30, 2027. The City of Concord's CDBG entitlement from the Department of Housing and Urban Development (HUD) for FY 2026/27 is estimated to be $967,306. Also available is $214,094 in prior-year CDBG funds, $420 in Revolving Loan Funds, $23,392 in Program Income and $88,200 in Cannabis Community Benefit Fund (CCBF). The total estimated amount of funds available for grants to programs and projects to benefit residents of the City of Concord is $1,293,412. After careful consideration, the Community Services Commission is recommending to the City Council funding allocations to specific programs and activities that fall into the following categories: Affordable Housing, Homeless/At Risk Services, General Public Services, Non-Homeless Special Needs Populations, Youth Services, Fair Housing/Tenant Landlord Services, Economic Development, ADA Improvements and Program Administration. The FY 2026/27 Action Plan will be submitted to HUD on or before June 3, 2026, with a summary of all citizen comments. Comments must be received no later than 5:00 PM on May 25, 2026. Following the 30-day public review period, Council will finalize the FY 2026/27 Action Plan at the Council meeting held at 6:30 p.m. on Tuesday, May 26, 2026.
