PUBLIC NOTICE HUMBOLDT COUNTY PLANNING COMMISSION NOTICE OF PUBLIC HEARING On Thursday, May 07, 2026, at 6:00 p.m., or as soon thereafter as the matter can be heard, the Humboldt County Planning Commission will hold a public hearing in the Board of Supervisors' Chamber, Humboldt County Courthouse, 825 Fifth Street, Eureka, California, and virtually via Zoom to consider the matter listed below. Humboldt Farm, LLC, Conditional Use Permit: Miranda Area, Record Number PLN-11025-CUP (filed 8/25/2026); Assessor's Parcel Number (APN) 212-041-005 and 214-233-008. A Conditional Use Permit for 40,000 square feet of existing outdoor commercial cannabis cultivation and 4,000 square feet of ancillary propagation. All water for cultivation is sourced from a permitted well. Existing water storage is 101,200 gallons in a series of tanks. Estimated annual water usage is 194,500 gallons. Power is provided by a proposed solar system with generators reserved for emergency use only. An Addendum to a previously adopted Mitigated Negative Declaration has been prepared for consideration per �15164 of the State CEQA Guidelines. This project is in Miranda Area at the property known as approximately 2.51 miles south from the intersection of State Highway 254 and French Road, on the property known as 2520 French Road. Carlotta Gardens, LLC; Conditional Use Permit: Carlotta Area, Record Number PLN-2024-18969 (filed 4/24/2024); Assessor's Parcel Number (APN) 206-331-025. A Conditional Use Permit (CUP) to add 20,000 square feet of outdoor cultivation to the existing permitted 20,000 square feet of mixed-light cultivation and 30,000 square feet of outdoor cultivation. If approved cannabis cultivation on the property will total 70,000 square feet. Approved ancillary nursery space is 5,000 square feet, and the applicant is proposing to add an additional 1,300 square feet of nursery space. The increase to 70,000 square feet is allowable in the Hydesville-Carlotta under Humboldt County Code 314-55.4.6.1 as 40,000 square feet of the existing cultivation is Retirement, Remediation, and Relocation (RRR) relocation and 30,000 square feet is new cannabis. Humboldt County Code 55.4.6.1.2.3.2 allows for up to one acre (43,560 square feet) of new cannabis for a parcel of this size. Estimated annual water use is 1.76 million gallons (approximately 23.1 gallons/square foot/year) sourced from a permitted groundwater well. Water storage totals 5,000 gallons. Trimming will occur offsite at a licensed third-party processing facility and power is provided by PG&E. A CUP is also required for cultivation within the Hydesville-Carlotta Community Planning Area (CPA) and a CUP for an exception from the 600' setback required for residences on separately owned parcels in Community Planning Areas in addition to a CUP for an exception to the requirement to plant in native prime soils. An Addendum to a previously adopted EIR has been prepared for consideration per �15164 of the State CEQA Guidelines. The project is located in the Carlotta area, on the North side of State Highway 36, approximately at the intersection of Hagwood Lane and State Highway 36, on the property known as 6287 State Highway 36. Cisco Farms Inc., Conditional Use Permits and Zoning Clearance Certificates Modification: Petrolia Area, Record Number PLN-2026-19479 (filed 2/02/2026); Assessor's Parcel Number (APN) 105-101-011-000, 104-191-001-000, 104-232-005-000. A Modification to a cannabis cultivation permit allowing 5 acres of cannabis cultivation, appurtenant drying facilities, approximately 1.6 acres of Commercial Nursery space, 19,200 square feet of dry space, and a 3,000 square foot processing facility (PLN-2021-17384). The original approval included rainwater catchment as the irrigation source, which was comprised of a 2.65-million-gallon rainwater catchment pond and 38 -5,000-gallon hard tanks connected to impervious surfaces including greenhouse skins and other structures. The applicant is proposing a change to the approved irrigation water source to add an existing, permitted, non-diversionary groundwater well. The applicant is also proposing a modification of General Condition of Approval #4 to allow for a "qualified engineer" to be able to submit a report to evaluate the groundwater well. An Addendum to a previously adopted Mitigated Negative Declaration has been prepared for consideration per Section 15164 of the State CEQA Guidelines. This project is located in Petrolia Area approximately 1.1 miles from the intersection of Mattole Road and Chambers Road, on the property known 1414 Chambers Road. Bermers, Conditional Use Permit and Special Permit: King Salmon area, Record Number PLN-2026-19481 (filed 02/10/2026); Assessor's Parcel Number (APN) 305-073-042. A Conditional Use Permit (CUP) for the construction of a new 2,176 square-foot total, two (2)-story building with a single-family residence above a first-floor commercial use. The first floor will consist of a 1,088 square-foot, fishing equipment rental and repair service business (and access to second floor). The second floor will consist of a 1,088 square-foot single-family residence. A CUP is required in the Commercial Recreation (CR) zone district for a single-family residence. A CUP is also requested for a short-term rental located within a Tsunami Hazard Zone within the Humboldt Bay Area Plan (HBAP) pursuant to section 313-61.05.6.3 of Humboldt County Code and a Special Permit (SP) pursuant to section 313.61.05.10.6.2.1.2 due to Neighborhood Concentration of Short-Term Rentals. The site is located within the State retained jurisdiction of the Coastal Zone, therefore, a Coastal Development Permit from the Coastal Commission will be required. The project is exempt from environmental review per section 15303(a) of the California Environmental Quality Act (CEQA)- New construction or conversion of small structures. The project site is located in the King Salmon area, on the northeast corner of Herring Street and Buhne Drive, on the property known as 1397 Buhne Drive.
