It involves the application of zoning offered by the New Zoning Code and new General Plan Land Use Designations, while staying consistent with the vision and policies of the adopted Community Plan. The project implements key programs from the City's 2021-2029 Housing Element. In addition, the existing San Pedro Community Plan Implementation Overlay District (CPIO) standards will be absorbed into the New Zoning Code through the application of modular zones and application of Chapter 1A ACTIONS REQUESTED / Acciones solicitadas / ¨Ã¯ï¿½ÈÀÛ 3/4 ÷ / ËÒ¦¢ï¿½Ê¡ / Humiling ng Mga Pagkilos / Los Angeles City Planning is proposing to implement the New Zoning Code in the San Pedro CPA. As part of the San Pedro Zoning Code Update, The City proposes to: - Amend the land use map, including parcel-level General Plan Amendments to the San Pedro CPA; - Adopt a new zoning map and make minor zone changes applicable to the San Pedro CPA; - Rescind the San Pedro Community Plan Implementation Overlay (CPIO) District; - Amend the San Pedro Community Plan with non-substantive text edits to remove/replace maps and diagrams to reflect New Zoning, General Plan Land Use and Chapter 1A references; - Make technical amendments to Los Angeles Municipal Code (LAMC Ch. 1 and Ch. 1A), San Pedro Specific Plan, Framework Element and Mobility Plan 2035 of the General Plan; - Find, based on the independent judgment of the decision-maker and the whole of the administrative record, that the San Pedro Zoning Code Update was previously analyzed in the Housing Element Environmental Impact Report (Case No. ENV-2020-6762-EIR; SCH No. 2021010130) certified on November 29, 2021, and Addenda (ENV-2020-6762-EIR-ADD1, ENV-2020-6762-EIR-ADD2, and ENV-2020-6762-EIR-ADD4); the San Pedro Zoning Code Update is within the scope of the project analyzed in the Housing Element EIR and the activity is adequately described for the purposes of CEQA; and pursuant to CEQA Guidelines Sections 15162, 15164, and 15168, no subsequent or supplemental EIR is required. Hybrid City Planning Commission Meeting The San Pedro Zoning Code Update is scheduled to be considered by the City Planning Commission on June 11, 2026, after 8:30 a.m. at Los Angeles City Hall, Council Chamber, 3rd Floor, Room 340, 200 N. Spring Street, Los Angeles, CA 90012. Interested parties who have subscribed to the San Pedro Zoning Code Update email notification list will be notified via email and the City Planning Commission's agenda and the hybrid meeting's Zoom call information will be provided no later than 72 hours before the meeting at Planning4LA.org//about/commissions-boards-hearings. The meeting's agenda will be provided no later than 72 hours before the meeting at https://planning.lacity.org/about/commissions-boards-hearings#hearings and/or by contacting the staff contact at the phone number or email listed below. Please note that virtual meeting instructions will be provided on the meeting agenda. The exact time this report will be considered during the meeting is uncertain since there may be several other items on the agenda. Written submissions may be submitted prior to, or at, the meeting. These submissions are governed by the City Planning Commission Rules and Operating Procedures posted online at Planning4LA.org. Revised submission guidelines have been modified to accommodate the hybrid meeting format. Initial Submissions, not limited as to volume, must be received by the Commission Executive Assistant no later than by 4:00 p.m. on the Monday prior to the week of the Commission meeting. Materials are to be emailed to cpc@lacity.org. Secondary Submissions in response to a Staff Recommendation Report or additional comments must be received electronically no later than 48-hours before the Commission meeting. Submissions shall not exceed ten (10) pages, including exhibits, and must be submitted electronically to cpc@lacity.org. Photographs do not count toward the page limitation. Day of Hearing Submissions within 48 hours of the meeting, up to and including the day of the meeting are limited to 2 pages plus accompanying photographs. Day of Hearing Submissions are to be submitted electronically to cpc@lacity.org and 15 hard copies must be submitted at the in-person meeting. Submissions that do not comply with these rules will be stamped "File Copy. Non-Complying Submission." Non-complying submissions will be placed into the official case file, but they will not be delivered to or considered by the Commission, and will not be included in the official administrative record for the item at issue. Testimony And Correspondence - Your attendance is optional; oral testimony can only be given at the public hearing and may be limited due to time constraints. Written testimony or evidentiary documentation may be submitted prior to, or at the hearing. Any materials submitted to the Department become City property and will not be returned. This includes any correspondence or exhibits used as part of your testimony. Exhaustion Of Administrative Remedies And Judicial Review - If you challenge these agenda items in court, you may be limited to raising only those issues you or someone else raised at the public hearing agenized here, or in written correspondence on these matters delivered to this agency at or prior to the public hearing. If you seek judicial review of any decision of the City pursuant to California Code of Civil Procedure Section 1094.5, the petition for writ of mandate pursuant to that section must be filed no later than the 90th day following the date on which the City's decision became final pursuant to California Code of Civil Procedure Section 1094.6. There may be other time limits which also affect your ability to seek judicial review.
