PUBLIC NOTICE Notice is hereby given that the Contra Costa Community College District (4CD) has completed the Request for Qualifications/Proposals and interviews for the Districtwide Mechanical and Controls Upgrades Energy Efficiency Design-Build Project. As this is an energy efficiency project, the RFQ/P request is for implementation of the design, construction and commissioning of the mechanical systems. Performance/criteria specification documents have been prepared to define the energy conservation project scope in more detail and were included in the RFQ/P exhibits. The District's Governing Board will, at the regularly scheduled board meeting on May 13, 2026, hold a public hearing and resolution regarding the intent to enter into an agreement for mechanical and controls upgrade design-build energy services contract. The Board will consider anticipated energy savings and other benefits from entering into this agreement. If the Board finds that the anticipated cost to the District for energy provided by the new upgraded mechanical and building controls improvements to be less than the anticipated marginal cost to the District of thermal, electrical, or other energy that would have been consumed by the District in the absence of those purchases, it may approve the agreement at that meeting.
