PUBLIC HEARING NOTICE County Service Area 128-Wildflower Estates Proposition 218 Notice of Public Hearing on Proposed Increased Assessment Notice is hereby given by the BUTTE COUNTY BOARD OF SUPERVISORS that a public hearing and ballot proceeding will be held on Tuesday, May 12, 2026 at 10:00 am in the Board of Supervisors Chambers, County Administration Building, 25 County Center Drive, Oroville, California, to consider a proposed assessment increase, and to receive and consider all public comments, including but not limited to the counting of any ballots in protest of the proposed assessment increase received by the Clerk of the Board at the time of the Public Hearing. Should ballots opposing the proposed assessment increase exceed 50 percent of the affected County Service Area parcels, the increase will not be adopted. The increase will generate additional revenue required to repay a revolving loan for installation of a stormwater drainage pump system to better address stormwater and mitigate seasonal flooding within the CSA. Any approved assessment increase shall be effective for Fiscal Year 2026-27. The current CSA 128 Assessment is $146.22 per parcel. The recommended increased Assessment is as follows: Year 1-10 - $700.00 per parcel (for a total assessment of $846.22 per parcel per year) Year 11 and forward - Assessments shall be adjusted annually based on the CPI for the San Francisco-Oakland-San Jose, CA area for the most recent fiscal year as compiled by the Bureau of Labor Statistics, as necessary, to account for natural cost increases of providing stormwater services. An Engineer's Report has been prepared and provides the basis for calculating the proposed increased assessment. This report is available to the public and includes information related to the increased assessment, including the cost or estimated cost of providing the service for which the assessment is proposed to be charged, the revenue sources anticipated to provide the service, and the basis of the allocation of the cost of the services. This information is available for review by request to the Clerk of the Board of Supervisors at 25 County Center Drive, Suite 200, Oroville, California, 95965, or by email: clerkoftheboard@buttecounty.ca.gov. All interested persons are invited to attend and be heard at the time of the hearing, and each property owner within County Service Area 128 may file a written protest against the proposed assessment. Written protests should be directed to the Clerk of the Board at 25 County Center Drive, Suite 200, Oroville, California, 95965, or by email to clerkoftheboard@buttecounty.ca.gov prior to the close of the public hearing. Protests must be in writing and clearly identify the property assessor's parcel number, physical address conveying voting rights, and the property owner's name and contact information. Please note that only protests received before the close of the public hearing will be counted.
