Full Notice Text
NOTICE OF INTRODUCTION OF AN ORDINANCE NOTICE IS HEREBY GIVEN that the City of Oroville City Council will hold a public hearing to consider the first reading of Zone Change ZC 26-03 for the establishment of the Health Services Overlay (HS-O) District. The public hearing will take place on May 19th, 2026 at 5:15PM, in the City Council Chambers, 1735 Montgomery Street, Oroville, CA 95965. Zone Change ZC26-03 for the establishment of the Health Services Overlay (HS-O) District (Multiple Properties). The City of Oroville proposes to establish a Health Services Overlay (HS-O) district along the Foothill Boulevard corridor and surrounding hospital service area, encompassing approximately 100 parcels (see official boundary map for full extent). The overlay is intended to encourage the development and clustering of medical, wellness, and related support services in proximity to existing healthcare facilities. The HS-O district would not replace the underlying zoning but would provide additional policy guidance and regulatory clarity for health-related uses. The overlay is designed to support improved access to care, create consistency in project review, and allow for long-term planning of healthcare services within the City. Implementation of the overlay may include streamlined permitting pathways for certain healthcare uses, as well as consideration of accessibility improvements such as pedestrian accessibility and coordination with transit services. Additional information regarding the project described in this notice can be obtained from the Oroville Planning Department at 1735 Montgomery Street, Oroville, CA. Anyone desiring to submit information, opinions or objections is requested to submit them in writing to the Secretary of the Planning Commission prior to the hearing, or at the meeting.
