NOTICE OF PUBLIC HEARING ON THE RESOLUTION OF THE BOARD OF DIRECTORS OF THE EASTERN MUNICIPAL WATER DISTRICT DECLARING ITS INTENTION TO ANNEX TERRITORY TO IMPROVEMENT AREA C OF COMMUNITY FACILITIES DISTRICT NO. 2003-25 (PACIFIC COMMUNITIES) OF EASTERN MUNICIPAL WATER DISTRICT AND TO AUTHORIZE THE LEVY OF SPECIAL TAXES THEREINNOTICE IS HEREBY GIVEN that the Board of Directors of Eastern Municipal Water District (the “Board of Directors”), acting in its capacity as the legislative body of Community Facilities District No. 2003-25 (Pacific Communities) of Eastern Municipal Water District (the “District”), has adopted Resolution No. 2026-036 (the “Resolution of Intention to Annex”) on April 15, 2026 declaring its intention to annex territory to Improvement Area C of the District (“Improvement Area C”) consisting of the land within the following Assessor Parcel Numbers: 311-030-012 and 311-030-013, (the “Proposed Annexation Area”), and to subject the Proposed Annexation Area to the levy of a special tax as set forth in the Resolution of Intention to Annex.The Resolution of Intention to Annex established May 20, 2026 as the date of a public hearing on the matters set forth in the Resolution of Intention to Annex. Set forth below are the protest and voting rights available to voters and landowners within Improvement Area C of the District and of the Proposed Annexation Area. Copies of the Resolution of Intention to Annex and other resolutions relating to the District are available on request from the Secretary of the Board of Directors of Eastern Municipal Water District at the address specified below.PUBLIC HEARINGNOTICE IS HEREBY GIVEN THAT A PUBLIC HEARING WILL BE HELD ON MAY 20, 2026, AT THE HOUR OF 9:00 A.M., OR AS SOON THEREAFTER AS SUCH MATTER CAN BE HEARD, AT A REGULAR MEETING OF THE BOARD OF DIRECTORS TO BE HELD IN THE BOARD OF DIRECTORS MEETING ROOM LOCATED AT 2270 TRUMBLE ROAD, PERRIS, CALIFORNIA, AT WHICH TIME THE BOARD OF DIRECTORS WILL HEAR ALL EVIDENCE AND TESTIMONY BY ALL INTERESTED PERSONS, PROPERTY OWNERS, VOTERS AND TAXPAYERS FOR OR AGAINST SUBJECTING THE PROPOSED ANNEXATION AREA TO THE LEVY OF A SPECIAL TAX AND AUTHORIZING THE ANNEXATION OF THE PROPOSED ANNEXATION AREA TO IMPROVEMENT AREA C OF THE DISTRICT.ALL PERSONS INTERESTED IN THE PROPOSED ANNEXATION, INCLUDING PROPERTY OWNERS, TAXPAYERS AND REGISTERED VOTERS, MAY APPEAR AT THE HEARING AND PRESENT EVIDENCE AND TESTIMONY ORALLY OR IN WRITING FOR OR AGAINST THE PROPOSALS SET FORTH IN THE RESOLUTION OF INTENTION TO ANNEX. EACH INDIVIDUAL WISHING TO SPEAK WILL BE LIMITED TO A THREE MINUTE ORAL PRESENTATION. ANY PROTEST PERTAINING TO THE REGULARITY OR SUFFICIENCY OF THE PROCEEDINGS RELATING TO THE PROPOSED ANNEXATION MUST BE IN WRITING AND SHALL CLEARLY STATE THE IRREGULARITIES OR DEFECTS TO WHICH OBJECTION IS MADE, AND SHALL BE FILED WITH THE BOARD SECRETARY ON OR BEFORE THE TIME SET FOR THE HEARING. IF THE OWNERS OF ONE-HALF (1/2) OR MORE OF THE AREA OF LAND WITHIN IMPROVEMENT AREA C OR IF THE OWNERS OF ONE-HALF OR MORE OF THE AREA OF THE PROPOSED ANNEXATION AREA AND NOT EXEMPT FROM THE SPECIAL TAX FILE WRITTEN PROTESTS AGAINST THE PROPOSED ANNEXATION, AND PROTESTS ARE NOT WITHDRAWN SO AS TO REDUCE THE VALUE OF THE PROTESTS TO LESS THAN A MAJORITY, THE BOARD OF DIRECTORS SHALL ABANDON THE PROCEEDINGS AND NO FURTHER PROCEEDINGS TO ANNEX THE PROPOSED ANNEXATION AREA SHALL BE TAKEN FOR A PERIOD OF ONE YEAR FROM THE DATE OF THE DETERMINATION BY THE BOARD OF DIRECTORS.UNDER THE ACT, THE BOARD OF DIRECTORS MAY EITHER CONCLUDE THE PUBLIC HEARING ON MAY 20, 2026, OR MAY CONTINUE THE PUBLIC HEARING FOR UP TO 30 DAYS. IF AT THE CONCLUSION OF THE PUBLIC HEARING THE BOARD OF DIRECTORS DETERMINES TO SUBMIT FOR A VOTE THE QUESTION OF LEVYING A SPECIAL TAX ON THE PROPOSED ANNEXATION AREA, AN ELECTION WILL BE HELD WITHIN THE PROPOSED ANNEXATION AREA TO APPROVE OR REJECT SUCH QUESTIONS. AT SUCH AN ELECTION, EACH LANDOWNER WITHIN THE PROPOSED ANNEXATION AREA SHALL BE ENTITLED TO CAST ONE VOTE FOR EACH ACRE, OR PORTION THEREOF, OWNED.
