BEFORE THE HEARING BOARD OF THE SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT NOTICE OF HYBRID HEARING Case No. 6060-22 In the Matter of: TORRANCE REFINING COMPANY, LLC Petition for a Short Variance and Alternative Operating Conditions (AOC) Section 42350 of the California Health and Safety Code and District Rule 518.2 NOTICE IS HEREBY GIVEN that on the 12th day of MAY, 2026, at 9:30 a.m. the South Coast Air Quality Management District (South Coast AQMD) Hearing Board will hold a public hearing in the above-entitled matter. The hearing will be conducted through a hybrid format, both in person at the South Coast AQMD Hearing Board Room, 21865 Copley Drive, Diamond Bar, CA 91765, and virtually via videoconference and by telephone. FURTHER NOTICE IS HEREBY GIVEN that the South Coast AQMD Hearing Board will determine whether a variance shall be granted to Petitioner from Rules 203, 1189, 2004, and 3002 of the South Coast AQMD Rules and Regulations for Hydrogen Plant No. 2 (Unit 24), located at 3700 West 190th Street, Torrance, CA 90509. The nature and extent of estimated excess emissions, if any, are to be determined at the hearing. FURTHER NOTICE IS HEREBY GIVEN that the South Coast AQMD Hearing Board will consider establishing AOC, pursuant to South Coast AQMD Rule 518.2, that would function as temporary modifications of the Torrance Refining Company's Title V facility permit issued by the South Coast AQMD as the permitting authority. The proposed AOC pertains to Hydrogen Plant No. 2 (Unit 24), which supplies hydrogen for use in hydrotreating and other refining operations. The facility's contact is Valerie Tse, 3700 West 190th Street, Torrance, CA 90509, (310) 212-1781. The purpose of the petitions is to allow Petitioner to repair Unit 24 and perform compliance testing once repairs have been completed pursuant to Rule 1189. A copy of the petition, Supplement to Petition for Variance AOC, and Proposed Alternative Operating Conditions and supporting materials will be available for inspection in the Clerk of the Boards office at the South Coast AQMD and on the South Coast AQMD website at http://www.aqmd.gov/nav/about/hearing-board/hearing-board-case-documents at least 72 hours before the hearing. All other relevant supporting materials, including compliance documents, are available by contacting South Coast AQMD Inspector Deryck Roberts at (310) 233-7011. Pursuant to Rule 518.2(f)(1), each alternative operating condition is subject to review for 30 days by the public and any affected state, and, concurrently, for 45 days by the U.S. Environmental Protection Agency (U.S. EPA). Written comments must be filed with the Clerk of the Board on or before May 30, 2026. The Clerk of the Board will forward copies of any adverse comments to U.S. EPA. Members of the public will have the opportunity to provide public comments or testimony either in person or virtually.
