Notice of Public Hearing General Plan Amendment No. 2026-01, Zone Amendment No. 771 Notice is hereby given that the City Council of the City of Tulare, State of California, will consider a request to change the General Plan Land Use Designation from Low Density Residential to Medium Density Residential and to change the existing zoning designation from R-1-4 (Low Density Residential) to RM (Medium Density Residential on approximately 7.2-acres. The amendment is proposed in order to accommodate the construction of 209 single-family residential lots and 19 multiple family residential medium density lots. The proposed project site is located at the northeast corner of Bardsley Avenue and Enterprise Street (APNs 168-090-011 and 168-090-010). The application has been filed under the provisions of Title 10 of the City of Tulare Municipal Code. In accordance with California Environmental Quality Act (CEQA) the City of Tulare has prepared an Initial Study/Mitigated Negative Declaration and determined that the project will not have a significant effect on the environment with the incorporation of mitigation measures. The Initial Study/Mitigated Negative Declaration was circulated for public review/comment period from January 13, 2026 to February 13, 2026. On March 10, 2026, the City of Tulare Planning Commission recommended approval of General Plan Amendment No. 2026-01 and Zone Amendment No. 771 to the City Council. The City Council of the City of Tulare will hold a public hearing on Tuesday, April 21, 2026, beginning at 5:30 p.m., at Council Chambers, 491 North M Street, Tulare, California. All interested parties are invited to attend. For further information, please contact the Community Development Department at (559) 684-4216. If you challenge the proposed project in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of Tulare at, or prior to, the public hearing.
