NOTICE OF APPLICATION FOR FRANCHISE BY PUBLIC SERVICE COMPANY OF COLORADO NOTICE is hereby given that at the regular meeting of the City Council of the City and County of Broomfield, State of Colorado, to be held on June 2, 2026, at the hour of 6:00 P.M. at George Di Ciero City & County Building Council Chambers, One DesCombes Drive, Broomfield, CO 80020, Public Service Company of Colorado will request that the City Council adopt a measure to refer to the voters of the City and County of Broomfield, on November 3, 2026, a measure to approve an ordinance granting an electric and gas franchise to Public Service Company of Colorado, entitled: AN ORDINANCE SUBMITTING TO THE VOTE OF THE REGISTERED ELECTORS OF THE CITY AND COUNTY OF BROOMFIELD AT A GENERAL ELECTION HELD ON NOVEMBER 3, 2026 THE QUESTION OF GRANTING A FRANCHISE TO PUBLIC SERVICE COMPANY OF COLORADO AND APPROVING A FRANCHISE AGREEMENT. The franchise to be applied for will provide Public Service Company of Colorado, its affiliates, successors and assigns, the right to acquire, construct, install, locate, maintain, operate and extend into, within and through the City and County of Broomfield (City) all facilities reasonably necessary to furnish, sell, transport, transmit and distribute electricity and gas into, within and through the City, and the right to make reasonable use of the streets, public utility easements, and other city property as may be necessary to furnish, sell, transport, transmit and distribute electricity and gas to the City and to all residents of the City, for a term of twenty (20) years. Public Service Company of Colorado shall collect a fee from a surcharge upon City residents who are customers of the Company. The City and County of Broomfield City Council will conduct a public hearing at its regular meeting on June 2, 2026, to consider the first reading of the ordinance referring to the voters of the City and County of Broomfield a measure granting an electric and gas franchise to Public Service Company of Colorado.
