REQUEST FOR QUALIFICATIONS (RFQ)
Residential Property Cleanup and Clearing Services

1. INTRODUCTION
Franklin County (County) is soliciting qualifications from experienced individuals/firms to provide residential property cleanup and clearing services. These services are required to bring properties into compliance with local health, safety, and nuisance ordinances.
2. SCOPE OF SERVICES
Qualified individuals/firms shall provide services including, but not limited to:
* Removal of trash, debris, and refuse from residential properties
* Clearing of overgrown vegetation, brush, and yard waste
* Securing and/or boarding of structures when required
* Removal of abandoned personal property, furniture, and hazardous accumulations (excluding regulated hazardous waste unless properly licensed)
* Hauling and lawful disposal of all collected materials
* Site restoration to a clean, safe, and code-compliant condition
All work must comply with applicable federal, state, and local laws and regulations.
3. MINIMUM QUALIFICATIONS
Respondents must demonstrate:
* Experienced in property cleanup, demolition, or similar services
* Proper licensing and registration to operate in the State of Florida
* General liability insurance (minimum $1,000,000 per occurrence)
* Access to necessary equipment and personnel
* Ability to respond to service requests within 24-72 hours
4. SUBMISSION REQUIREMENTS
Interested contractors shall submit:
* Company profile and contact information
* Summary of relevant experience
* List of at least three (3) references for similar work
* Proof of licensing and insurance
* Description of equipment and capabilities
* Proposed pricing structure (hourly, per lot, or per project)
5. EVALUATION CRITERIA
Submissions will be evaluated based on:
* Relevant experience and past performance
* Capacity to perform work in a timely manner
* Cost competitiveness
* Compliance with submission requirements
* References and reputation
The County reserves the right to reject any or all submissions and to request additional information.
6. TERM AND AWARD
The County intends to establish a list of pre-qualified contractors. Selection does not guarantee a minimum volume of work. Work will be assigned on an as-needed basis.
7. SUBMISSION DEADLINE
All qualifications must be submitted no later than 4:30 p.m. (Eastern Time) on Monday, May 18, 2026, at the Franklin County Clerks Office, Franklin County Courthouse, 33 Market Street, Suite 203, Apalachicola, Florida 32320, and will be opened and read aloud on Wednesday, May 20, 2026, at the County Commission meeting held at the Courthouse Annex Courtroom, 34 Forbes Street, Apalachicola, FL.
