1. PROJECT OVERVIEW
The Town of Century, Florida (hereinafter referred to as the Town or Owner), is soliciting Statements of Qualifications from qualified professional engineering firms to provide engineering consulting services for miscellaneous water system improvements. The selected firm shall assist the Town in project planning, funding application preparation, engineering design, permitting, bid administration, construction oversight, and final certification for critical infrastructure upgrades intended to improve water quality, reliability, hydraulic efficiency, and overall system capacity.
2. DOCUMENT AVAILABILITY
Request for Qualifications documents may be obtained from the Town of Century during regular business hours at Town Hall, 7995 North Century Boulevard, Century, Florida 32535, or requested electronically by emailing townofcentury@centuryflorida.us.

3. EXAMINATION OF RFQ DOCUMENTS
Each Proposer shall carefully examine all RFQ documents and shall familiarize itself with all federal, state, and local laws, ordinances, rules, regulations, and conditions that may in any manner affect the cost, progress, performance, or furnishing of the required services. Failure to do so shall be at the sole risk of the Proposer.
4. QUESTIONS
All questions regarding this RFQ shall be submitted in writing to the Town of Century Administration no later than five (5) working days prior to the qualifications opening date. Oral interpretations or clarifications shall not be binding.
5. SCOPE OF SERVICES
The selected engineering firm shall provide professional engineering consulting services necessary for planning, funding assistance, design, permitting, bidding, and construction administration for the Towns critical water system improvements as described herein. The contract term shall be for one (1) calendar year with the option to renew annually upon mutual written agreement for up to four (4) additional one-year periods, for a total potential contract term of five (5) years.
6. MINIMUM SCOPE OF WORK
A. Project Planning Preparation of Facilities Plans, Business Plans, Preliminary Engineering Reports, and Environmental Reports.
B. Project Funding Assistance Preparation and administration of SRF, USDA Rural Development, and CDBG funding applications.
C. Engineering Design and Construction Services Site surveys, geotechnical services, FDEP permitting, technical specifications, bid documents, construction administration, and final certification.
D. Initial Projects Identified Construction of 600 GPM well and well house; 300,000-gallon elevated storage tank; 6,500 LF water main on Crary Road; 1,400 LF asbestos pipe replacement on Cox Road; asbestos pipe replacement at Byrneville Road and West Highway; replacement of 1-1/4 tubing with 6 water main on South Century Boulevard; and creation of system loops through road bores and hot taps.
7. QUALIFICATIONS PACKAGE REQUIREMENTS
Each Proposer shall submit one (1) original and eight (8) copies of the Qualification Package. Packages shall be stapled only. No binders or promotional materials shall be included. Required contents include: Cover Letter, Project Team Identification, Team Member Qualifications Matrix, Relevant Project Experience, and Professional References.
8. SUBMISSION REQUIREMENTS
Qualifications Packages shall be submitted in a sealed opaque envelope clearly marked RFQ NO. TOC-2026-ESSRF. Submit to: Town of Century, Attn: Town Administrator TC-2026-ESSRF, 7995 North Century Boulevard, Century, Florida 32535. Submission Deadline: Friday, May 22, 2026 at 3:00 P.M. CT. Qualifications will be publicly opened Tuesday, May 26, 2026 at 10:00 A.M. CT in the Town Hall Council Chambers at 7995 N Century Blvd Century, FL 32535.
9. EVALUATION CRITERIA
Qualification Packages will be evaluated based upon firm qualifications, relevant project experience, experience with SRF/USDA/CDBG funding programs, proposed team composition, capability, project approach, past performance, office proximity, project schedule, innovation, and competitive hourly billing rates if applicable.
10. STANDARD OF QUALIFICATION
The Town reserves the right to investigate the qualifications, financial capacity, personnel, resources, and performance history of any Proposer and to request additional information deemed necessary to determine responsibility and capability.
11. PUBLIC ENTITY CRIMES
Pursuant to Section 287.133(2)(a), Florida Statutes, any person or affiliate placed on the convicted vendor list following conviction for a public entity crime may not submit a proposal on a contract with a public entity for the applicable statutory period.
12. INSURANCE REQUIREMENTS
The selected Consultant shall maintain Professional Liability, General Liability, Automobile Liability, and Workers Compensation Insurance in statutory and commercially reasonable limits during the term of the agreement.
13. RESERVATION OF RIGHTS
The Town of Century reserves the right to waive informalities, reject any or all qualification packages, re-advertise for qualifications, and award the contract in the best interest of the Town.
14. AWARD PROCESS
Upon selection of the most qualified firm, a Notice of Intent to Award shall be posted for five (5) business days. Thereafter, the successful Proposer shall execute the Consultant Agreement within fourteen (14) calendar days.
