INVITATION TO BID
Notice is hereby given that the Town of Hilliard, will receive sealed bids at the office of Town of Hilliard - Town Hall, until 2:00 P.M. on Thursday, the 11th day of June, for the project defined as: Town of Hilliard Hurricane Shelter Multi-Use - Nassau County.
The Town of Hilliard proposes to construct a single-story Hurricane Storm Shelter and Multi-purpose building to serve the local citizenry in the event of an emergency storm and for the general purpose as a Gymnasium and Community Center located within the Oxford Park Recreational Facility. The new building will replace the existing Annex Building slated for demolition and located within the same property. The objective is to construct a new 11,600 sf. single story Hurricane Shelter and Multipurpose Building.
The proposed facility will consist of the following features:
1. Facility shall generally follow the requirements of a Hurricane Storm Shelter as defined by the ICC 500 Standard for the Design and Construction of Storm Shelters and the 7th Edition of the Florida Building Code;
2. The building shall have:
a. Indoor area sufficient in size to house a basketball court and standards;
b. A fully functional kitchen
c. Bathrooms and showers
d. A back-up generator
e. On-site water storage
f. Protected A/C Equipment.
g. Administrative Suite for: Program Director, Project Manager, Office Manager, Event Coordinator, Administrative Assistant/Reception, Work Room, Conference Room and Data Room

All bids must be made on the forms provided, properly executed, placed in a envelope, marked return receipt requested, and mailed or delivered in accordance with this notice.
The Owner, reserves the right to reject any or all bids or to waive any minor irregularity or technicality in any bids whenever such rejection or waiver is in the best interest of the Owner. Alternates specified herein may or may not be accepted; nor will their acceptance be in any particular order. The basis of award for the bid shall be any combination of base bids plus selected alternates, if any, that best serve the needs and budget of the Owner at the time of bid acceptance. Furthermore, the Owner reserves the right to accept the bids that in its judgment will be in the best interest of the Owner.
MANDATORY PRE-BID MEETING:
A Mandatory Pre-Bid Meeting will be held on Thursday, May 28, 2026 at 2:00 P.M. at Town of Hilliard, Town Hall, 15859 West CR 108, Hilliard, FL 32046. NOTE: Limited to two (2) persons from each invited bidder.
