BUSINESS IMPACT STATEMENT Meeting Date : March 3, 2026 Proposed Title/Reference : Chapter 15 (Miscellaneous Provisions and Offenses) Revisions. Exemptions : This ordinance is not exempt under 125.66(3)(c), F.S. Summary of Proposed Ordinance and Statement of Public Purpose to be Served : Chapter 15 of the Code of Ordinance addresses the miscellaneous provisions and offenses. In November of 2025, several amendments were made to Article VII, which addresses Certificates of Public Convenience and Necessity (COPCN). Staff has proposed a minor change to section 15-201, which would remove subsection (13) from the required information to be submitted to the County as part of the application process. Review of an applicants financial information is already provided for in section 15-202(a), which states an investigation into the applicant may be conducted by the County Manager or his designee upon receipt of an application. Specifically, the County Manager or his designee may consider, among other things, the financial ability of the applicant to render safe and comfortable service and to maintain or replace equipment for such service [and] the financial responsibility of the applicant to maintain insurance for the payment of personal injury, death and property damage claims. Estimate of Direct Economic Impact on Private/For Profit Businesses : (a) Estimate of Direct Business Compliance Cost : Businesses seeking a Certificate of Public Convenience and Necessity may have slightly higher compliance costs. (b) New Charges/Fees on Businesses Impacted : None. (c) Estimate of Regulatory Costs : De minimus. Good faith estimate of number of businesses likely impacted : Less than 10.
