ADVERTISEMENT FOR BIDS - CDBG-FUNDED CONSTRUCTION PROJECT CITY/COUNTY OF CITY OF HAINES CITY, FL PROJECT TITLE: EASTSIDE SIDEWALKS CONSTRUCTION SERVICES GRANT NO: 23DB-N36 Separate sealed bids for the construction of the above-referenced project will be received by the City of Haines City, FL via DemandStar (http://www.demandstar.com) until March 23, 2026, 2:00 PM, at which time they will be publicly opened and read aloud. A brief description of the work is as follows: The project consists of providing and installing sidewalk along N 18th St, N 19th St, N 20th St, N 21st St, N 22nd St, N 23rd St, and N 24th St from E Melbourne Avenue to E Johnson Avenue. The project will involve clearing and grubbing, removal of existing concrete, construction of curb, detectable warning surfaces, sod, sign relocations, pavement markings, and utility adjustments. Contract documents are available from DemandStar (http://www.demandstar.com) or by contacting DemandStar Supplier Services at 800-711-1712. A Mandatory Pre-Bid Conference and Project Walk-thru will be held at February 26, 2026 at 10 AMfor all prospective bidders. This project is funded in part by the Florida Department of Commerce and is sponsored by the Department of Housing and Urban Development (HUD) with funding from the Community Development Block Grant (CDBG). The Project is subject to Federal Davis-Bacon Requirements and Floridas Prevailing Wage requirements (whichever is higher). Bidding contractors must NOT appear on Sam.govs disbarment list. All Bidders shall comply with Section 3 of the HUD Act of 1968 (12 U.S.C. 1701u) Prospective contractors must agree to comply with the following conditions: Davis-Bacon Act: The contract is subject to the federal prevailing wage rate requirements of the Davis-Bacon Act (DBA) for construction contracts in excess of $2,000. Contractors and subcontractors must pay covered laborers and mechanics no less than the wage rates and fringe benefits for the corresponding work classification as determined by the U.S. Department of Labor. The applicable wage determination is included in the bid documents, and the contractor will be required to submit weekly certified payroll reports using form WH-347. Section 3: This is a Section 3 covered contract under the Housing and Urban Development Act of 1968, as amended. o The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD financial assistance are directed, to the greatest extent feasible, toward low- and very low-income persons, particularly those who are recipients of government assistance for housing, and to business concerns that provide economic opportunities to such persons. o The successful contractor must make a "good faith effort" to meet or exceed minimum numerical goals, which generally require that 25% or more of the total hours worked by all workers on the project be performed by Section 3 workers, and 5% or more of total hours worked be performed by Targeted Section 3 workers. o The contractor agrees to include the Section 3 clause (as outlined in 24 CFR Part 75) in all subcontracts and will ensure compliance by all subcontractors. o Section 3 Business Concerns are encouraged to apply and may receive a bid preference. Required Section 3 forms and certifications must be submitted with the bid proposal. Build America, Buy America (BABA) Act: In accordance with the BABA Act provisions, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. The contractor must comply with these domestic preference requirements.
