PUBLIC NOTICE ISLAMORADA, VILLAGE OF ISLANDS, FLORIDA Small Cities Community Development Block Grant (CDBG) Fair Housing Workshop & Second Public Hearing APRIL 30, 2026 SECOND PUBLIC HEARING 1:00 p.m. NOTICE IS HEREBY GIVEN that pursuant to Florida Statutes, Section 286.0105, all interested persons are advised that Islamorada, Village of Islands, plans to apply to FloridaCommerce for the FFY 2025 Small Cities Community Development Block Grant (CDBG) in the Neighborhood Revitalization category, under HUDs Urgent Need National Objective, for grant funding in the amount of approximately $3,000,000. The activities, dollar amounts and estimated percentage benefit to low- and moderate-income persons are as follows: Activity Name Administration CDBG Funding Requested Amount not to exceed 8% of grant award Match Funding ---- LMI Benefit N/A Activity Name Engineering CDBG Funding Requested $80,000 Match Funding ---- LMI Benefit N/A Activity Name Construction CDBG Funding Requested $2,770,000 Match Funding $1,831,920 LMI Benefit </= 51% The Villages project, in partnership with the Florida Keys Aqueduct Authority (FKAA), will install a hardened, redundant subaqueous water transmission main at Channel #2 (MM 72.9-72.5) to replace an aging, bridge-mounted crossing that serves Islamorada and all downstream Keys communities. The existing 44-year old crossing is highly vulnerable to corrosion, storm damage, and failure; a break at this location would disrupt potable water service, trigger boil water notices, and create public health risks across the Middle and Lower Keys. The improved crossing, consisting of approximately 3,300 feet of high density polyethylene, will eliminate a major single point of failure on FKAAs primary potable water backbone. FKAA, as project partner, will provide the match funding for this project. The Village does not expect that any one will be displaced because of the CDBG-funded activities proposed above. If any persons are displaced because of the planned activities, the Village will assist them as described in the Villages anti-displacement and relocation policy, which is available for review at Administrative Hall, 86800 Overseas Highway, Islamorada, FL 33036. A Public Hearing to provide citizens an opportunity to comment on the application will be held on April 30, 2026, at 1:00 p.m. EDT in the 3rd Floor Conference Room at the Village Administrative Hall, 86800 Overseas Highway, Islamorada, FL 33036 (the building at the southern end of Founders Park, above the Fire Station). In conjunction with the second public hearing, a Fair Housing Workshop on local, state, and federal fair housing laws will be held April 30, 2026, at 1:00 p.m. EDT in the 3rd Floor Conference Room at the Village Administrative Hall, 86800 Overseas Highway, Islamorada, FL 33036 (the building at the southern end of Founders Park, above the Fire Station). A draft copy of the application will also be available during normal business hours in the Village Clerks Office, 86800 Overseas Highway, Islamorada, FL 33036 by noon on April 27, 2026.
