NOTICE OF RULEMAKING BY TRADITION COMMUNITY DEVELOPMENT DISTRICT NO. 1 In accordance with Chapters 120 and 190, Florida Statutes, the Tradition Community Development District No. 1 (the "District") hereby gives the public notice of its intent to adopt its proposed revised irrigation rates (the Proposed Rates). The rule number for the Proposed Rates is 2026-2. Prior notice of rule development was published in the St. Lucie News Tribune on January 26, 2026. A public hearing will be conducted by the Board of Supervisors (the Board) of the Tradition Community Development District No. 1 (the District) on March 4, 2026, at 11:00 a.m., at the Tradition Town Hall located at 10799 SW Civic Lane, Port St. Lucie, Florida 34987 relative to the adoption of the Proposed Rates. Pursuant to Sections 190.011(5) and 190.012(3), Florida Statutes, the Proposed Rates will not require legislative ratification. The summary of, purpose and effect of the Proposed Rates is to provide for the revenues necessary to defray the expenditures associated with the operation of the irrigation program established pursuant that certain Amended and Restated Irrigation Franchise Agreement [Tradition and Southern Grove], dated November 14, 2016, as may be amended from time to time (the Franchise Agreement) for the provision of irrigation quality water. The specific grant of rulemaking authority for the adoption of the Proposed Rates includes Sections 190.011(5), 190.011(9), 190.011(15), and 190.035, Florida Statutes. The specific laws implemented in the Proposed Rates include, but are not limited to, Sections 120.54, 120.81, 190.011, and 190.035, Florida Statutes. A statement of estimated regulatory costs, as defined in Section 120.541(2), Florida Statutes, has not been prepared. Any person who wishes to provide the District with a proposal for a lower cost regulatory alternative as provided by Section 120.541(1), Florida Statutes, must do so in writing within twenty-one (21) days after publication of this notice to the District Managers Office. For more information regarding the public hearing, the Proposed Rates, or for a copy of the Proposed Rates and the related incorporated documents, if any, please contact the District Manager c/o Special District Services, Inc., 10521 SW Village Center Dr., Suite #203, Port St. Lucie, FL 34987, (772) 345-5119, or Bsakuma@sdsinc.org (hereinafter, the District Managers Office). This public hearing may be continued to a date, time, and place to be specified on the record at the hearing without additional notice. If anyone chooses to appeal any decision of the Board with respect to any matter considered at the public hearing, such person will need a record of the proceedings and should accordingly ensure that a verbatim record of the proceedings is made which includes the testimony and evidence upon which such appeal is to be based. At the public hearing, staff or Supervisors may participate in the public hearing by speaker telephone or other communications media technology as permitted by law.
