05-26 RFP BHC EC PARKING LOT AND SIDEWALK REPAIR/RESURFACE REQUEST FOR PROPOSAL Sealed Bids for the construction of the 2026 East Campus Parking Lot and Sidewalk Repair/Resurface, will be received, by Black Hawk College, at the Finance Office, Room 244A in Building 1, Quad Cities Campus, 6600 34th Avenue, Moline, IL 61265, until 2:00 p.m. local time on Tuesday May 5th, 2026, at which time the Bids received will be publicly opened and read aloud in the Black Hawk Conference Room, Building 1, Room 255, Quad Cities Campus. The Project consists of Asphalt roadway replacement, milling, patching and repair, East Campus, Galva, IL. Bids will be received for a single prime Contract. Bids shall be on a unit price basis, with bid items as indicated in the Bid Form. The Issuing Office for the Bidding Documents is: RTM Engineering, 5137 Utica Ridge Rd. Davenport, IA. Documents are available for a free download after April 8th from the Issuing Office. A link to the Bidding Documents may be obtained by contacting Maggie Motto (563)726-6307or at Maggie.motto@rtmec.com. Bidders are responsible for saving the link to the Bidding Documents and checking the link for any addenda. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. It is the responsibility of any person or organization interested in a hard copy of the Bidding Documents to pay all costs associated with printing. Bidding Documents may be printed at any area print shop with large format printers. The pre-bid conference will be held: 10:00 a.m. local time on Wednesday April 22nd at the at the East Campus, 26230 Black Hawk Road, Galva, IL 61434, in Building A, Room A132A (near the library). Attendance at the pre-bid conference is highly encouraged but is not mandatory. There will be an opportunity to walk around the sites with the Engineer. Bid security shall be furnished in accordance with the Instructions to Bidders. The Owner reserves the right to accept or reject any or all Bids, to waive any informalities or defects in the bidding, or to accept the Bid that, in the judgement of the Owner, will be in its best interest. Attention is directed to the Equal Employment Opportunity provisions in the Bidding Documents. Minority and Women Owned Businesses are highly encouraged to participate. Contractor shall provide information regarding subcontractors who qualify for Business Enterprise for Minorities, Females, and Veterans. Contractor shall not pay less than the prevailing rates of wages as determined by the Illinois Department of Labor to all laborers, workers and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Prevailing Wage Act (820 ILCS 130/1-12). The College has entered into an agreement with the Illowa Construction Labor and Management Council to construct these projects in abidance with the terms and conditions of the IMPACT Memorandum of Understanding. All bidders will submit bids based upon these terms and shall require all sub-bidders to adhere to the same.
